Notice is hereby given that the City of Warden is creating a new Small Works Roster. All current contractors' names and information will be purged and a new roster will be produced.

The Small Works Roster will be used to solicit and secure telephone and/or written quotations for Public Works and Improvement projects, as provided by RCW 35.23.352.

All vendors, contractors, suppliers or other parties wanting to be included in the Small Works Roster must submit a letter to the City of Warden, Attention: City Clerk, 201 S. Ash Street, Warden, Washington 98857. The letter should include the name of the firm or business, contact person, mailing and street address, telephone and fax number, Washington State Contractors number, and a detailed description of the products or service and/or types of work performed.

Request for Qualification Data to Furnish Engineering and Surveying Services

The City of Warden (Pursuant to Chapter 61, Laws of 1981) is inviting statements of qualifications and performance information from firms interested in providing professional engineering and land surveying services for the 2009 calendar year in conjunction with City sponsored projects. The City's Capital Improvement Program, for which engineering service is sought, may include but are not limited to: Water and Well Improvement projects, Municipal Wastewater Projects and Collection System Improvements, General Street Improvements, TIB Small City Account Street Projects. Also contemplated is the associated planning, design, and site plan preparation for various park and recreational activities. The city may also require general engineering services in connection with the ongoing operation of the city.

Qualification and performance statements will be reviewed, placed on file for the 2009 calendar year, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Those firms who have statements on file for the 2008 calendar year should only respond with a request for their statement to be renewed for 2009 along with any pertinent amendments to their statement.

Minority and women-owned firms are encouraged to submit statements of qualification.

AN ORDINANCE CREATING OTHELLO MUNICIPAL CODE CHAPTER

13.08 ENTITLED "CRITICAL AREAS" AND REPEALING CHAPTER 13.06

ENTITLED "CRITICAL AREAS AND NATURAL RESOURCE LANDS"

In accordance with RCW 35A.12.160, the following is a summary of Othello Ordinance No. 1288, passed by the City Council and approved by Mayor Shannon McKay on the 26th day of January, 2009. The full text of this ordinance will be mailed, free of charge, to any person requesting a copy.

SUMMARY

This ordinance meets the State mandate that local governments adopt development regulations to ensure the conservation of agricultural, forest and mineral lands and classifies and designates resource lands and critical areas. The purpose of the new chapter includes: provisions to promote the public, health, safety and general welfare in areas associated with specific resource lands and critical areas; promote the conservation of resource lands, and promote the enhancement and preservation of critical areas by avoiding or minimizing adverse impacts from construction and development. The ordinance repeals OMC Chapter 13.06 and creates a new Chapter 13.08. The ordinance provides a goal to preserve and protect the functions and values of the area's natural features and maintain a harmonious relationship between the man made community and the nature environment. It also sets a policy to designate critical areas and resource lands; coordinate conservation strategies and efforts; regulate development within critical areas and/or buffers, and allow for open space and recreational use of critical areas.

In accordance with RCW 35A.12.160, the following is a summary of Othello Ordinance No. 1289, passed by the City Council and approved by Mayor Shannon McKay on the 26th day of January, 2009. The full text of this ordinance will be mailed, free of charge, to any person requesting a copy.

SUMMARY

This ordinance amends the current language of OMC 3.02.050 to clearly indicate that an occupation tax shall be levied upon the gross operating income of the following: competitive telephone service, telephone business and/or cellular telephone business; any business selling or distributing electricity and electrical energy; any business selling, manufacturing or distributing natural gas, and any business selling cable, satellite or microwave signal for television, radio, or other audiovisual purposes.

CRACK SEAL PROJECT-2009

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until March 3, 2009 at 10:00 a.m., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "CRACK SEAL PROJECT-2009" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $30.00 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

PROJECT DESCRIPTION: This project includes crack sealing of 300,000 linear feet of cracks with rubberized asphalt on the designated streets, alleys, bike paths, and parking lots within the City of Moses Lake. This project also includes notification to affected customers, traffic control, preparation of cracks, application of sand or detack, and application of PolyPatch.

Estimated Project Cost: $100,000

The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.
