The Noxious Weed Control Board of Grant County, in accordance with RCW 17.10.050, shall hold a Public Hearing on Tuesday, January 20, 2009, at 10:00 a.m., at the Bureau of Reclamation Building, 32 "C" Street N.W., Room 321, Ephrata, Washington, 98823. This hearing shall be held for the purpose of considering applications to determine the nominations for positions of Director for Section 2 and Director for Section 4 of the Noxious Weed Control Board of Grant County.

NOTICE OF VACANCY - BOARD OF DIRECTORS

Notice is hereby given that due to the expiration of term of office for a Director of the Noxious Weed Control Board of Grant County, candidates are being sought to fill this position by appointment.

The expiring position on the Board is for Director of Section 4 as described below. The term of office will be for four (4) years and will begin March 1, 2009.

Those wishing to be considered for appointment to the position must file at the office of the Noxious Weed Control Board of Grant County, Bureau of Reclamation Building, 32 "C" Street N.W., Room 321, Ephrata, Washington, 98823, prior to 12:00 noon on January 16, 2009. Those wishing to apply must make a written application that includes the signatures of a least ten (10) registered voters residing in the section supporting the nomination. Those wishing to apply must also meet the requirements of the Revised Code of Washington 17.10, and must reside in their respective section.

Section 4 covers the portion of Grant County lying westerly of Highway 17, southeasterly of Highways 283 and I-90 and northerly of the Frenchman Hills.

DETERMINATION OF NONSIGNIFICANCE (DNS)

Description of current proposal:

SR 17 Passing Lanes and SR 17 and SR 282 Widening Project:

The SR 17 passing lanes is an interim step in the overall widening project. The passing lanes include roadway widening for northbound and southbound passing lanes on SR 17. Several existing culverts will be extended and new ditches will be constructed where required by cut slopes. Bituminous Surface Treatment (chip seal) will be applied to the entire length of the project. All work will be conducted within existing right-of-way.

The widening of SR 17 and SR 282 is not currently funded for design or construction. The widening will widen 16 miles of existing roadway from two to four lanes, including 11 miles of SR 17 and 5 miles of SR 282. The existing intersections within the project area will be upgraded to accommodate increased traffic volumes and the widened roadway. A barrier-separated roadway section is proposed for the urban ends of the alignment in Moses Lake and Ephrata. The larger rural section in the center of the corridor will have a wider ditch median without a barrier. Other major elements of the project include the construction of retaining walls and stormwater drainage facilities, installation and relocation of utilities, acquisition of additional right-of-way, intersection illumination, and cut and fill slopes.

Location of proposal:

The project is located entirely in Grant County within portions of Sections 21, 22, 23, 25, 26, and 36 in T.21N, R.26E; portions of Sections 31 and 32 in T.21N, R.27E; and portions of Sections 4, 5, 9, 10, 14, 15, 23, 24, and 25 in T.20N, R.27E. The passing lanes are located on SR 17 between milepost 59.13 and 65.75. The widening extends from milepost 56.67 on SR 17 to milepost 0.00 on SR 282.

Lead Agency:

Washington State Department of Transportation, North Central Region.

The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by January 20, 2009.

NOTICE OF MITIGATED DETERMINATION OF NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Grewal Major Plat - Create a one-lot plat of 4.3 acres and create wetland area

to mitigate for future wetland impacts. The site is adjacent to 3000 W. Marina

Drive, in theC-2 General Commercial Zone.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by Jan. 14, 2009 to the Responsible Official.
