NOTICE IS HEREBY GIVEN THAT:

The Department of the Interior, through the Bureau of Reclamation, proposes during calendar year 2009 and 2010, with respect to contracts for the use of surface water for Municipal and Industrial (M&I) purposes within the Columbia Basin Project, Washington to execute or approve successor-in-interest documents, replacement contracts, amendments for minor changes in the water described therein. The contract actions may involve reassignments, changes in the place or type of use of the M&I surface water. Any changes would be in accordance with the State of Washington water right statutes and Federal Reclamation Law.

Written data, views, arguments and inquiries concerning the proposed contract (s) may be submitted to the Assistant Area Manager, Ephrata Field Office, Attention: Code 2217, Bureau of Reclamation, Columbia Basin Project, P.O. QUINCY GROUND WATER SUBAREA

COLUMBIA BASIN PROJECT, WASHINGTON

NOTICE IS HEREBY GIVEN THAT:

The Department of the Interior, through the Bureau of Reclamation, in accordance with Washington Administrative Code 173-134A-130, proposes during calendar years 2009 and 2010, with respect to contracts for the use of artificially stored ground water within the Quincy Ground Water Subarea, Columbia Basin Project, Washington (most of which are individual landowners) to execute or approve successor-in-interest documents, replacement contracts, amendments for minor changes in the lands or artificially stored ground water described therein. The contract actions may involve reassignments, changes in the place or type of use of the artificially stored ground water. Any changes would be in accordance with the State of Washington water right statutes.

The licensing program began in 1975 when the Quincy Subarea was established under Washington State ground water management regulations. Since then the Washington State Department of Ecology has issued permits conditioned to require the recipient to enter into a license agreement with the Bureau of Reclamation in order to receive water.

The Quincy Ground Water Subarea is described in Washington Administrative Code

173-134-040. Subarea withdrawals are authorized for lands underlain by artificially stored ground water described in Department of Ecology Docket No. 74-722, signed January 8, 1975.

Notice of Approval of a Project Located in a 100-Year Floodplain and Notice of Request for Release of Funds

To All Interested Agencies, Groups, and Individuals:

This is to give notice that the Department of Community, Trade and Economic Development's (CTED) Home Repair and Rehabilitation Program staff has conducted an evaluation as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 to determine the potential environmental effect associated with the repair and rehabilitation of an older home located at 176 F Street NW, Ephrata, Washington 98823 within the 100-Year Floodplain. CTED has determined that it has no practical alternative to the activity as proposed.

Alternatives considered included: alternate location, reduced scale, and no project. An analysis of impacts concluded that all of the alternatives would work a severe hardship on this individual without accomplishing any corresponding public benefit.

Comments regarding this determination must be in writing and received by 6:00 P.M. on February 17, 2009. Address comments and questions to Pat McLachlan, CTED, Home Repair and Rehabilitation Program (HRRP), PO Box 42525, Olympia, WA 98504-2525.

In addition, on or about February 19, 2009, the HRRP Manager in the Housing Services Division at CTED will submit a request to the U.S. Department of Housing and Urban Development (HUD), Region 10, for the release of HOME Investment Partnerships (HOME) Program funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended (24 CFR Part 92), to undertake a HRRP project to repair and rehabilitate an older home located at 176 F Street NW, Ephrata, Washington 98823.

The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was published on this date, February 9, 2009. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the above address, the RE designated office, and may be examined or copied weekdays Monday 7:00 A.M. to 6:00 P.M. These notices shall satisfy three separate but related procedural requirements for activities to be undertaken by CTED.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Pat McLachlan, CTED, Home Repair and Rehabilitation Program (HRRP), P.O. Box 42525, Olympia, Washington 98504-2525 or email to: patmc@cted.wa.gov. All comments received by February 17, 2009 at 6:00 P.M. will be considered by the HRRP Manager prior to submission of a Request for Release of Funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

The HRRP Manager certifies to HUD that Will Graham in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's acceptance of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows CTED to use Program Funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and CTED's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following bases: (a) the certification was not executed by the Certifying Officer of CTED; (b) CTED has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the U.S. Department of Housing and Urban Development, CPD, Attn: John Peters, 909 First Avenue, Seattle, Washington 98104-1000. Potential objectors should contact HUD to verify the actual last day of the objection period.
