NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Grant County Board of County Commissioners (BOCC) in the Commissioners' Hearing Room located on the 2nd floor of the Grant County Courthouse at 35 C Street NW in Ephrata, Washington, on Tuesday, December 8, 2009 at 10:00 a.m.

The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG) funds, and receive comments on proposed activities, particularly from low and moderate income persons and persons residing in the Grant, Adams, and Lincoln County areas.

$167,427.00 will be available to Grant County and the North Columbia Community Action Council (NCCAC) to fund public service activities that principally benefit low and moderate income persons.

The Town of Mattawa has applied for a State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

The Town of Mattawa presently owns or operates a municipal wastewater treatment plant which is designed to handle a maximum daily flow of 1.5 million gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of treated wastewater from the facility to rapid infiltration basins.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

PUBLIC COMMENT AND INFORMATION

The draft permit and fact sheet may be viewed at the Department of Ecology (Department) website: http://www.ecy.wa.gov/programs/wq/permits/eastern_permits.html. The application, fact sheet, proposed permit, and other related documents are also available at the Department's Eastern Regional Office for inspection and copying between the hours of 8:00 a.m. and 5:00 p.m., weekdays.
