REQUEST FOR PROPOSALS
NOTICE IS HEREBY GIVEN that ADAMS COUNTY will accept sealed proposals from qualified attorneys and/or law firms for comprehensive INDIGENT DEFENSE SERVICES at the Office of the Board of County Commissioners, 210 W. Broadway, Room 202, Ritzville, Washington, until 2:00 p.m. on Tuesday, September 8, 2009, at which time they will be publicly opened and read.
Submissions must be clearly identified on the outside of the envelope as "Proposal - Indigent Defense Services".
Proposals should be for comprehensive services for a minimum of two (2) years and a maximum of five (5) years. Terms should be clearly specified regarding compensation, specific services that would be provided, qualifications of attorneys, any services that would require compensation over and above proposed contract terms, special expenses, exceptions, handling of conflicts of interest, and parties to the contract.
Proposals for comprehensive services should provide for a minimum availability of four (4) attorneys; and, encompass all necessary components of indigent defense services within all courts of record in Adams County, including without limitation availability for representation of indigent clients in a minimum of the following proceedings:
a) 190 Superior Court adult felony proceedings;
b) 800 misdemeanor/gross misdemeanor proceedings in the Courts of Limited
Jurisdiction;
c) 100 juvenile offender proceedings;
d) 70 child support contempt proceedings;
e) 30 shelter care/termination of parent child relationship proceedings;
f) Routine felony initial appearance, contempt, probation violation, arrestee/suspect first call, and other miscellaneous proceedings as required by local court
practice/appointment;
g) Any such further services required for basic provision of legal defense to indigent clients.
Standards for the Delivery of Public Defense Services as adopted under Adams County Ordinance No. O-05-08 or as subsequently amended or re-codified, including attorney qualifications/limitations, and "case" definitions are applicable to all proposals/bidders.
