Notice of Application

and Public Hearing

Gerald Bowman submitted an application for a conditional use permit on March 31, 2009. The application was determined to be complete and ready for review on April 14, 2009. The proposal is to have a commercial winery in an existing warehouse in the Light Industrial Zone at 1120 Marina Drive, described as Lot 1, Campbell Short Plat. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Buildings and Construction, Title 18: Zoning, and Title 20: Development Review Process.

The Planning Commission will conduct a public hearing on May 28, 2009, at 7:00 p.m. in the City Council Chambers located at 411 Balsam Street. All interested persons are encouraged to attend and provide comment.

Written comments on the environmental impacts will be accepted until 5:00 p.m. on April 30, 2009. Other written comments on the proposal will be accepted until 5:00 p.m. on the date of the public hearing. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals. The Othello Housing Authority, acting as General Contractor, will receive subcontractor bids via fax to (509) 488-9769, via email to ahanks@othellohousing.com, or by mail to 335 North Third Street, Othello, WA 99344, until 11:00 a.m. local time Tuesday, April 24, 2009, for the Lugar Seguro Housing project located at Sielaff Lane and Kristina Road in Othello, Washington.

Subcontractor bids are being solicited for only the following portions of work:

Sheet rock installation including tape, texture and paint

HVAC, including rough-in and finish work.

Floor Coverings

Exterior Caulk and Painting

Landscaping, including fine grade, irrigation and plantings

Copies of the Contract Documents may be obtained by Bidders from the Othello Housing Authority at 335 North Third Street, Othello, WA 99344, (509) 488-3527. Plans shall be returned to the Housing Authority upon completing bid take-offs. Contract documents may also be examined at the following locations:
