CITY OF OTHELLO

2009 NEIGHBORHOOD STREET OVERLAYS & SPORTS COURTS

Sealed Proposals will be received by the undersigned at the City of Othello, City Hall, 500 East Main Street, Othello, Washington, up to 2:00 p.m.; local time on Tuesday, April 7, 2009, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the 2009 Neighborhood Street Overlays & Sports Courts project.

This Contract provides for the following Work, all in accordance with the Contract Plans, Special Provisions, and Standard Specifications:

SCHEDULE A: SHELLEY AVENUE, DESDEMONA AVENUE, RAINIER STREET, 10TH AVENUE OVERLAY (BASE BID)

The overlay of approximately 2,800 feet of roadway to include, but not be limited to, planing bituminous pavement, hot mix asphalt, leveling course, hot mix asphalt pavement, and traffic control.

SCHEDULE B: SPORTS COURTS IMPROVEMENTS (OPTIONAL WITH CONTRACTING AGENCY)

Construction of four tennis courts and one basketball court at Lions Park.

SCHEDULE C: OTHELLO AVENUE OVERLAY (OPTIONAL WITH CONTRACTING AGENCY)

The overlay of approximately 1,150 feet of roadway to include, but not be limited to, planing bituminous pavement, hot mix asphalt, leveling course, hot mix asphalt pavement, and traffic control.

SCHEDULE D: 12TH AVENUE OVERLAY (OPTIONAL WITH CONTRACTING AGENCY)

The overlay of approximately 550 feet of roadway to include, but not be limited to, planing bituminous pavement, hot mix asphalt, leveling course, hot mix asphalt pavement, and traffic control.

SCHEDULE E: FIR STREET OVERLAY (OPTIONAL WITH CONTRACTING AGENCY)

The overlay of approximately 1,450 feet of roadway to include, but not be limited to, planing bituminous pavement, hot mix asphalt, leveling course, hot mix asphalt pavement, and traffic control.

Contractors are required to bid all five Schedules. Failure to bid all five Schedules shall make the bid unresponsive.

The basis of award shall be the lowest, responsive, responsible bidder for Schedule A; OR the lowest, responsive, responsible bidder for any other single schedules of Schedule B, C, D, or E together with Schedule A; OR the lowest, responsive, responsible bidder for any combination of schedules of Schedule B, C, D, or E together with Schedule A, as available funding allows and as it best serves the interest of the Contracting Agency.

All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Othello, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the "City of Othello" and in an amount of not less than five percent (5%) of the total amount bid.

Contract Provisions and Contract Plans may be examined at the office of the City of Othello, local plan centers in the project area, or the office of the Project Engineer, Gray & Osborne, Inc., (Seattle at 701 Dexter Avenue North, Suite 200, Yakima at 107 South 3rd Street or Olympia at 2102 Carriage Drive SW, Bldg. I). A copy of the Contract Provisions and Contract Plans may be obtained, free of charge, in electronic format (PDF on compact disk(s)) along with registration as a planholder only at the Yakima office of the Project Engineer, Gray & Osborne, Inc., 107 South Third Street, Yakima, WA 98901, (509) 453-4833. Registration as a planholder is required to obtain Contract Addenda. A list of planholders will be made available, by request, through the Project Engineer's office.

Financing of the Project has been provided by City of Othello, Washington. The City of Othello expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City of Othello.

CITY OF WARDEN

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held by the City Council, City of Warden, in the council chambers, 201 S. Ash Street, Warden, WA on April 14, 2009 at 7:00 PM.

The purpose of the public hearing is to discuss final expenditures and closeout performance for the uses of the state Community Development Block Grant (CDBG) funds granted to the City of Warden for the construction of Well No. 7 and reconstructing Well No. 2 as a monitoring well. This was an area-wide project. CDBG granted $1,000,000 to the City of Warden.

INVITATION TO BID

PORT OF MOSES LAKE

(GRANT COUNTY PORT DISTRICT NO. 10)

PROPOSALS will be received at the Administration Office, Port of Moses Lake, Grant County International Airport, Moses Lake, Washington, until 2:00 p.m. local time, April 13, 2009, for the project of removing rubber deposits from Runways 09/27 and 14L/32R at the Grant County International Airport.

Public opening of the proposals will be in the Board of Commissioners conference room, located on the main floor of the Terminal Building. Proposals received after the time fixed for opening will not be accepted. No bidder may withdraw or alter his proposal after the hour set for opening unless the award of the contract is delayed for a period of more than thirty (30) days after the date of opening. The work shall be satisfactorily completed no sooner than April 15, 2009 and no later than May 15, 2009, for the first rubber removal project on Runway 09/27; and no sooner than October 1, 2009 and no later than October 31, 2009 for the second rubber removal project on both Runway 09/27 and Runway 14L/32R.

Bonafide bidders may obtain copies of specifications of work required at the office of the Port of Moses Lake, 7810 Andrews Street N.E. Ste. 200, Grant County International Airport, Moses Lake, Washington.

The Board of Commissioners of the Port of Moses Lake shall be the sole judge of the bids and reserves the right to reject any and/or all proposals, waive technicalities or irregularities, and to accept any proposal or option of such bid if such action is believed to be for the best interest of the Port of Moses Lake.
