Intuit has applied for a State Waste Discharge (SWD) permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220, Washington Administrative Code (WAC), and the Federal Clean Water Act.
Intuit is constructing a data center that will house computer servers required for Intuit's business data delivery services. The facility will discharge noncontact cooling water to the
City of Quincy's municipal wastewater facility not to exceed 38,086 gallons per day.
Based on a review of Intuit's application, the Department will issue a temporary permit to Intuit for discharge of noncontact cooling water to the City of Quincy's wastewater treatment plant that will remain in force until a final permit is issued for the facility.
The temporary permit is attached with the discharge limitations, monitoring requirements, and reporting and recording keeping requirements. The requirements in the temporary permit are based off the City of Quincy's current local limits and design criteria from an approved engineering report.

NOTICE TO CONTRACTORS
DIVISION STREET ACTIVITY TRAIL

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until October 8, 2008, 2:00 p.m., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "DIVISION STREET ACTIVITY TRAIL REBID" marked plainly thereon.
All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the stated in the specifications, the deposits shall be forfeited to the City.
Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for non-refundable fee of $40.00 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

PROJECT DESCRIPTION: This project consists of removing 290 square yards of concrete sidewalk, sawcutting 875 lineal feet of asphalt, removing 310 square yards of asphalt pavement, and 875 lineal feet of curb and gutter. The project also includes installing 875 lineal feet of curb, 1,190 square yards of concrete sidewalk, and 310 square yards of HMA patch. Five existing access ramps will be fitted with surface mounted detectable warning panels, and three access ramps will be constructed including cast in place detectable warning panels. Project includes repairing four locations around the city on a lump sum basis for each location. Spot repairs will include various combinations of: removing and replacing curb, sawcutting, removing and patching asphalt, replacing and adjusting catch basin frames and grate, installing access ramps including detectible warning panels.
Estimated Project Cost: $98,000
The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.

NOTICE OF MITIGATED
DETERMINATION OF
NON-SIGNIFICANCE
NOTICE IS HEREBY GIVEN that the City of Moses Lake issued Mitigated Determinations of Non-Significance (MDNSs) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following projects:
1. Morgan Major Plat - Subdivide 8 acres into 3 lots for future multi-family development. The proponent is Wayne Morgan, Moses Lake. The site is located northwest of the intersection of Grape Drive and Valley Road.
2. Grace Harvest Church Major Plat - Create a one-lot plat of 7 acres for future development. The proponent is Dave Hubbard of Grace Harvest Church. The site is located east of Division Street and south of Jones Avenue.
After review of the completed environmental checklists and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined that the proposals will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on these proposals for 14 days from the date of determination. Comments on the MDNSs must be submitted by Sept. 24, 2008 to the Responsible Official.
