PUBLIC HEARING NOTICE

COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING FOR

SR 24 INDUSTRIAL AREA

NOTICE IS HEREBY GIVEN that a public hearing will be held by the City of Othello Council in the City Hall Council Chamber, 500 E. Main Street, Othello Washington, on Monday, October 27, 2008, shortly after 7:00 p.m. during the regular City Council meeting. The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the State Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low and moderate income persons and persons residing in the SR 24 Industrial Area. Up to $1.5 million may be available to the City of Othello on a statewide competitive basis to fund public facility, community facility, economic development, housing rehabilitation, and planning projects that principally benefit low and moderate income persons. The draft application for the SR 24 Industrial Area proposal will be available for review at the Othello City Hall building, located at 500 E. Main Street, Othello, Washington, beginning October 20, 2008. Comments may also be submitted in writing to Ehman Sheldon, City Administrator, up to October 27, 2008, 5:00 p.m. A Spanish speaking interpreter will be available at the public hearing. The Othello Council Chamber is handicap accessible. Additional arrangements to reasonably accommodate special needs will be made upon receiving 24-hour advance notice. NOTICE OF MITIGATED DETERMINATION OF NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued Mitigated Determinations of Non-Significance (MDNSs) under the State Environmental Policy Act Rules (CHAPTER 197-11 WAC) for the following projects:

1. Lake Vue Major Plat PURD - Remove an existing recreational vehicle park and construct three 4-story condominium buildings with basement parking and six carriage flat buildings, for a total of 108 dwelling units. The proponent is Schneider Homes LLC, Tukwila, WA. The site is located at 2300 Marina Drive, Moses Lake, WA. 98837.

2. Dave Dethlefs dock/jetski lift - To install 4'x16' freestanding walkway parallel to the outside of the existing bulkhead leading to a new freestanding 6'x20' dock with a 6'x12 jetski lift. The proponent is Dave Dethlefs. The sit is located at 936 Laguna Drive, Moses Lake WA. 98837.

3. City of Moses Lake Utility Crossing of Lewis Horn - To extend a water main and sewer main from Crestiew Drive to Cascade Valley. The proponent is City of Moses Lake. The site is located at 230 Crestview Drive to Cascade Valley. The proponent is City of Moses Lake. The site is located at 230 Crestview Drive, described as Lot 8 Crestview Estates (APN 09-1263-000); TAX #13,814 in NWNW S21-T19N-R28E (APN 11-0475-222); and the lake bed between.

After review of the completed environmental; checklists and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined that the proposals will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WC 197-11-340(2) the lead agency will not act on these proposals for 14 Days from the date of determination. Comments on the MDNSs must be submitted by October 29, 2008 to the Responsible Official.
