Notice of Application for Change to transfer the points of withdrawal, change the purpose of use, and to change the place of use under Ground Water Certificate of No. 7358-A.

TAKE NOTICE: That on May 22, 2008, Entezar Development Group, Inc. of Bellevue, Washington filed application number GRAN-08-04 with the Grant County Water Conservancy Board to change the points of withdrawal, change the purpose of use, and to change the place of use under GWC 7358-A.

That said right, under priority date of August 30, 1965, authorizes the withdrawal 750 gallons per minute and 624 acre-feet per year for the irrigation of 156 acres during irrigation season from two wells located within NW quarter of Sec. 35, T19N, R23EWM. That said right authorizes water to be used within the NW quarter of Sec. T19N, R23EWM, Grant County.

That the applicant proposes to change the points of withdrawal to wells located within the SW quarter of the SW quarter of Sec. 15, T18N, R23EWM. That the applicant proposes to change the purpose of use to continuous group domestic supply. That the applicant proposes to change the place of uses as follows:

Parcel 1: The SW quarter of the SW quarter of Sec. 15, T18N, R23EWM, Grant County, Washington.

Parcel 2: All of Sec. 21, T18N, R23EWM, Grant County, Washington, EXCEPT that portion conveyed to the State of Washington for highway purposes by deed recorded in Book 40 of Deeds, Page 180, under Auditor's File No. 53130.

Parcel 3: All that portion of the South half of Sec. 22, T18N., R23EWM, Grant County, Washington, lying northwesterly of the right of way for Primary State Highway No. 7 as described in that certain Dedication Deed from the United State of America to the State of Washington, dated August 27, 1952, recorded in Volume 35, page 225 of recorded documents under Auditor's File No. 531951, records of Grant County, Washington.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objection, protests must be accompanied pay a fifty dollar ($50) recording fee and filed with the Department of Ecology Cashiering Unit, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from October 7, 2008 (date of last publication).

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. This application will be on the board agenda during its regular meetings to be held on September 25, 2008 and on the fourth Thursday of each month thereafter at 10:00 AM until the board renders a decision on the application. Additionally, the Water Conservancy Board, may receive written comments or information provided within thirty (30) days from the last date of publication of this notice at its offices located at 3953 Airway Drive NE, Moses Lake, WA 98837.
