NOTICE OF PUBLIC HEARING
Notice is hereby given that on June 9, 2008 starting at 2:00 p.m., Pacific Time, or as soon thereafter as possible, the Port Commission of the Port of Moses Lake, Washington (the "Port") will hold an open public hearing in the Port conference room at the Port's main offices located at 7810 Andrews Street NE, Moses Lake, Washington, for the purpose of hearing comments from the public on the proposed issuance by the Port of Moses Lake Public Corporation (the "Public Corporation") of its Variable Rate Revenue Bonds, Series 2008 (Moses Lake Industries Project) (the "Bonds") which are nonrecourse to the Public Corporation and the Port. The Bonds are proposed to be issued in the aggregate principal amount of not to exceed $7,000,000, and the proceeds of the Bonds will be used to finance the costs of acquiring, constructing and equipping industrial development facilities for Moses Lake Industries, Inc., a Washington corporation, and located at 8248 Randolph Road, N.E., Moses Lake, Washington, in unincorporated Grant County, Washington. The Bonds will be payable solely from money and security provided by Moses Lake Industries Inc. The Bonds will not be an obligation of the Public Corporation, the Port, or any other public agency. NO PUBLIC FUNDS OR CREDIT MAY BE USED TO PAY THE DEBT SERVICE ON THE BONDS. Comments will be heard from all interested parties attending the hearing. Notice is hereby given that a SEPA Checklist was received on May 9, 2008 from Grant County Fire District #11 Designated Contact: Brian Evans/Bob Schrom, 7202 Rd 17 SW Royal City, WA 99357, (509) 760-7646; and was found to be technically complete and appear to be consistent with the Unified Development Code and other applicable State and local requirements as of May 20, 2008. PROJECT: Construct a 16' x 18' concrete slab adjacent to existing fire station and install two (2) 500 gallon doublewall fuel tanks with tank mounted pumps. One tank will hold diesel fuel and the other tank will hold gasoline and are to be used for the fire trucks. ADDITIONAL PERMITS: Building Permit. STUDIES REQUIRED: None. Notice is hereby given that building permit and SEPA Checklist were received by Grant County on May 14, 2008 from Grant County Public Works; and were found to be technically complete on May 14, 2008. Grant County expects to issue a Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROJECT: Grant County Public Works has proposed the reconstruction of Road District #2 Maintenance Shop. The project includes demolition of a an existing structure of approximately 6200 square feet and construction of a new 12000 square foot maintenance building and an 11000 square feet vehicle wash facility and open sided shed structure. The project will also include minor site grading and new on-site infrastructure typically associated with this use. ZONING: Rural Residential Reserve. ADDITIONAL PERMITS REQUIRED: Building permits, grading permit, demolition permit, Health District approval. STUDIES SUBMITTED: none provided. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with the Grant County Code, International Building Code and International Fire Code. LOCATION: 12171 Road 3 NE and is in a portion of Section 19, Township 19 N, Range 29 E, Willamette Meridian, Grant County, Washington; (Parcel #180206000).
