Sealed bids, plainly marked "BID FOR Beverly - Burke SW Road, CRP 07-15", will be received by Grant County at the Office of the Board of County Commissioners located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, WA 98823, until 1:30 P.M., Tuesday, June 3, 2008 and will then and there be opened and publicly read for the construction of the improvements.

All bids proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.

Maps, plans and specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, WA 98823, upon payment of the amount of $25.00 (non-refundable).

CALL FOR BIDS

CITY OF ROYAL CITY

ROYAL AVENUE IMPROVEMENTS PROJECT, PHASE I

ENGINEER'S ESTIMATE $1,200,000

Sealed Proposals will be received by the undersigned at the City of Royal City, 4455 Camelia Street, Royal City, Washington 99357, up to 2:00 p.m.; local time on Tuesday, May 27, 2008, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the Royal Avenue Improvements Project, Phase I.

This Contract provides for the improvement of approximately 2,400 feet of Royal Avenue, including, but not limited to, excavation, grading, subgrade preparation, crushed surfacing aggregate courses, cement concrete curb and gutter, concrete sidewalk, sidewalk ramps, block retaining wall, illumination system, hot mix asphalt pavement, 2,900 feet of water main replacement, storm drainage improvements, pavement marking, miscellaneous surface restoration, permanent signing, and other work all in accordance with the Contract Plans and Specifications.

The Work shall be substantially complete within eighty working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto which are on file at the office of the City Clerk, City of Royal City, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the "City of Royal City" and in an amount of not less than five percent (5%) of the total amount bid.

Contract Provisions and Contract Plans may be examined at the City of Royal City, local plan centers in the project area, or the office of the Project Engineer, Gray & Osborne, Inc., (Seattle at 701 Dexter Avenue North, Suite 200, Yakima at 107 South 3rd Street or Olympia at 2101 Carriage Drive SW, Bldg. 1, Suite 102). Copies of the Contract Provisions and Contract Plans may be purchased only at the Yakima office of the Project Engineer, Gray & Osborne, Inc., 107 South Third Street, Yakima, WA 98901, for a non-refundable price of $125.00, including sales tax and shipping. Payment must be made at the time the Contract Provisions and Contract Plans are requested. A list of planholders will be made available, by request, through the Project Engineer's office, via the U.S. mail.

1. A Pre-bid Conference is scheduled for Friday, May 16, 2008. The conference will begin at the City Hall, 445 Camelia NE, Royal City, Washington at 10:00 a.m. (local time). Prospective bidders are encouraged to participate.

Financing of the Project has been provided by City of Royal City, Washington and the Transportation Improvement Board (TIB). The City of Royal City expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder for the total of Schedules A and B as it best serves the interests of the City of Royal City.
