That John d. Pryor of Moses Lake, Washington has made application for change/transfer of water right in order add a point of withdrawal (POW) as claimed under Ground Water Claim No. 200073C together with certificate of change No.'s Vol. I-3, PP. 451 & Vol. II-3, PP 11.
That said claim together with the certificate of changes claims the withdrawal of 850 gallons per minute, 840 acre-feet per year for seasonal irrigation of 140 acres.

SUMMARY
The Ordinance grants a non-exclusive franchise to Noel Communications, Inc., a corporation organized under the laws of the State of Washington, to occupy and use the public rights of way, and upon approval, other public places in the City of Othello, for the purpose of providing fiber optical service to the public for a term of ten (10) years, subject to prior termination or amendment under certain conditions subjecting such franchise privilege at all times to regulation by state and local public authority and specifying other limitations, terms, and conditions governing the exercise of said franchise.

Grant's Landing: Rocky Butte Land & Cattle, LLC, dba Michel Land LLC and Lorene Campbell LLC submitted an application for a major subdivision on April 4, 2008. Additional required information was submitted on April 25. The application was determined to be complete sufficient for review on April 29, 2008. The proposal is to create one platted lot of 7.25 acres southeast of the intersection of Division & Yonezawa. The site is located in the R-3, Multi-family Zone and is legally described as a portion of Tax #8785. The following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 17: Subdivisions, Title 18: Zoning, and Title 20: Development Review Process.
The Planning Commission will conduct a public hearing on June 12, 2008 at 7:00 p.m. in the City Council Chambers located at 401 Balsam Street. All interested persons are encouraged to attend and provide comment.
Written comments on the environmental impacts of this proposal will be accepted until 5:00 p.m. on May 16, 2008. Written comments on other aspects of this proposal will be accepted until 5:00 p.m. on the date of the public hearing. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. CALL FOR BIDS
CITY OF EPHRATA
CITY-WIDE WATER AND ROADWAY IMPROVEMENTS, PHASE I
ENGINEER'S ESTIMATE $2,000,000 Plus
Sealed Proposals will be received by the undersigned at the City of Ephrata, 121 Alder Street SW, Ephrata, WA 98828, up to 11:00 a.m., as indicated on the clock in Council chambers; local time on May 20, 2008, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct City-Wide Water and Roadway Improvements, Phase I.
This maintenance project will replace the majority of aging water lines located in the northeast quadrant of the City of Ephrata. The streets in which the waterlines are located will be pulverized and paved with HMA. The Plans and Specifications provide a basis from which the maintenance work may be laid out and constructed. The Contracting Agency will serve as the Engineer. The Contractor shall provide all construction staking. Waterline locations are indicated on the Plans as general offset dimensions from the existing road centerline and a typical depth of cover.
This Contract provides for furnishing and installing (approximately) 19,800 lineal feet of 8-inch diameter PVC water main replacement, 61 fire hydrants, 499 service pipes and connections, 73,000 square yards of bituminous pavement pulverization, grading and compaction of pulverized materials, 5,100 square yards of cement treated base, 12,200 tons of hot mix asphalt pavement, monuments and all appurtenances all in accordance with the Contract Documents.
The work is divided into the following schedules:
- Schedule A: Road Improvements
- Schedule B: Water Improvements
It is the intent of the Contracting Agency to award this project based on the lowest responsive, responsible bid received. Bidders shall note that the Project shall be bid in its entirety in order to be considered a responsive, responsible bid. Bids will be evaluated based on the Bidder's qualifications, bids tendered, and monies available. The low bidder for purposes of award shall be the lowest responsive, responsible bidder offering the low aggregate amount for Schedule A and Schedule B.
The Work shall be substantially complete within 120 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Ephrata, Washington.
The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the "City of Ephrata" and in an amount of not less than five percent (5%) of the total amount bid.
Contract Provisions and Contract Plans may be examined at the office of the City of Ephrata, local plan centers in the project area, or the office of the Project Engineer, Gray & Osborne, Inc., (Seattle at 701 Dexter Avenue North, Suite 200, Yakima at 107 South 3rd Street or Olympia at 2102 Carriage Drive SW, Bldg. I, Suite 102). Copies of the Contract Provisions and Contract Plans may be purchased only at the Yakima office of the Project Engineer, Gray & Osborne, Inc., 107 South Third Street, Yakima, WA 98901), for a non-refundable price of $100.00, including sales tax and shipping. Payment must be made at the time the Contract Provisions and Contract Plans are requested. A list of planholders will be made available, by request, through the Project Engineer's office.
Financing of the Project has been provided by City of Ephrata, Washington and the Public Works Trust Fund. The City of Ephrata expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.
