All 'self-help' funding expended

MOSES LAKE - Moses Lake City Council approved funding to build informational kiosks Tuesday night.

Moses Lake Business Association President Rich Engelmann asked the city council to provide "self-help" funds to pay for a portion of the project.

Self-help funds can be used if the provided funds account for approximately 30 percent of the total value of the project. The city can provide approximately $35,000 this year. The total is calculated as $2 per each person living in the city limits.

The total cost to construct 10 kiosks is estimated to be $146,550, Engelmann said.

Self-help funds account for approximately $35,000 of the cost. The Moses Lake Business Association donated $60,000 and the remainder of the cost is covered with donated labor and materials.

The first kiosk is expected to be built in Sinkiuse Square. Nine more are planned to be built by summer.

The other locations include McCosh Park, Larson Playfield, Moses Lake Chamber of Commerce, Neppel Park, Blue Heron Park, Cascade Park, Paul Lauzier Athletic Complex, Moses Lake Public Library and the Peninsula Boat Launch, he said.

The 6-foot by 4-foot structures are complete with solar lighting, flags, garage cans, maps and a list of places to go around the city.

City Manager Joe Gavinksi said the project uses all available self-help funds for 2008.

Councilmember Dick Deane said if the self-help funds are not requested by April, they are usually not used at all.

Councilmember Bill Ecret motioned to approve the funds for the project and Deane seconded.

The motion was approved unanimously followed by applause from the audience.

Councilmember Jon Lane was absent from the meeting.
