NOTICE OF APPLICATION and SEPA MDNS

Notice is hereby given that a Conditional Use Application and SEPA checklist received on February 12, 2008 from Western Sub-RSA Limited Partnership (Property Owner: State of WA Dept. of Game; Designated Contact: Dan MacKinney, Wireless Site Technology, LLC, 9323 N. Government Way #220, Hayden, ID 83835, 208-699-0237), were found technically complete and preliminarily appear to be consistent with Unified Development Code and other applicable state and local requirements as of March 10, 2008. PROJECT: Construction of a Wireless Communication Facility on a 160-acre parcel in the Rural Remote zoning district of Grant County, including a 100-ft. self-supporting monopole communications tower, a 12-ft. x 20-ft. radio equipment accessory building, and a 7-ft. high chain-link fence enclosure. SEPA: MDNS issued March 10, 2008. ADDITIONAL PERMITS: Building Permit. STUDIES REQUIRED: An Environmental Summary Report was prepared by GN Northern Inc. Consulting Geotechnical Engineers & Scientists of Kennewick, WA in January of 2008. LOCATION: The subject area is a 75-ft. x 75-ft. portion of Parcel #15-0638-000, located approximately 1.5 miles SW of the intersection of Rd. 9 NW and Rd. V NW, approximately 1800 ft. west of Ancient Lakes Rd. NW, and in a portion of S. 19, T. 20N, R. 23E, WM, Grant County, WA. ZONING: Rural Remote. Required mitigation will be pursuant to Unified Development Code. OPEN RECORD PUBLIC HEARING: Hearing Examiner meeting, 12:00 noon, May 14, 2008, in Commissioners' Hearing Room of Grant County Courthouse in Ephrata, WA. At this time any person(s) may appear and provide testimony. Office hours: 8 am-12 noon, 1-5 pm, M-F. Comments must be submitted to the Planning Department no later than 5 pm, April 7, 2008. Comments should be as specific as possible and mailed, hand-delivered, or sent by facsimile. Any person has the right to comment, receive notice, participate in hearings, request a copy of the final decision, and/or appeal the decision as provided by law and County Code. This may be the only opportunity to comment on the above listed materials.
