Any bidder offering new equipment shall include in their proposal an offer to purchase the trade-in equipment. The County assumes the new equipment bidder's trade-in offer is a part of the bid including the new equipment. The bidder's trade-in offer will only be considered separate if the bidder grants permission to the County to consider their trade-in separately.

Any person or company may make an offer to purchase the trade in equipment independent of a bid on the sale of new equipment. Such offers shall be made on forms provided by the County. The bidders are advised that mileage will continue to accumulate at the current usage rate until replacements vehicles are delivered. The County is offering the following trade-ins:

GRANT COUNTY COMPREHENSIVE PLAN

AMENDMENT APPLICATIONS

NOTICE IS HEREBY GIVEN, that Grant County Planning Department is currently accepting applications to amend the County's Comprehensive Plan.

There are three types of Comprehensive Plan Amendments which can be applied for: (l) Plan policy or text change; (2) Urban Growth Area (UGA) boundary or plan map change; and (3) Site-specific land use re-designations;

Proposed Comprehensive Plan amendments are considered on an annual basis (no more frequently than once per year). All petitions must be complete and submitted on application forms provided by the Planning Department.

Proposed amendments to a designated urban growth area boundary that is associated with a specific incorporated city of town may be initiated only by the legislative authority for that incorporated city or town.

Anyone interested is invited to submit an application for a Plan amendment pursuant to Section 25.12.030(b) of the Grant County Unified Development Code. Applications may be obtained and submitted to the Grant County Planning Department, P. O. Box 37, Ephrata, Washington, 98823 and must be received on or before 5 p.m. Monday, March 31, 2008. Incomplete applications and/or applications submitted after the deadline will be returned for submission during the next amendment cycle.

Mark Aney submitted an application for site plan review on Feb. 12, 2008. Additional required information was submitted Feb. 29. The application was determined to be complete and ready for review on March 3, 2008. The proposal is to construct a new 6,408 square foot steel building for the repair of aircraft parts, in the C-2, General Commercial & Business Zone. The site is located at 720 E. Third Avenue, legally described as Lot 2, Columbia Bearing Short Plat. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable: Moses Lake Municipal Code (MLMC) Title 16: Building and Construction, Title 18: Zoning, and Title 20: Development Review Process.

The Planning Commission will conduct a public hearing on March 27, 2008 at 7:00 p.m. in the City Council Chambers located at 401 Balsam Street. All interested persons are encouraged to attend and provide comment.

Written comments on this proposal will be accepted until 5:00 p.m. on the date of the public hearing.
