WAC 197-11-970 Determination of nonsignificance (DNS).

DETERMINATION OF NONSIGNIFICANCE

Description of proposal: Public Utility District No. 2 of Grant County (District) proposes to reconductor the transmission line beginning at the East Quincy Tap to the Rocky Ford Switchyard to 795 ACSS conductor to provide for growing electrical demand in the area. All work will be done in existing transmission line Right-of-Ways. Structures and poles will be changed as required to maintain structural integrity and clearances. The access road may need to be rehabilitated along the transmission line in order to safely access the line. There has been very little, if any, maintenance to the access roads since the original 1950's construction of the line. This road maintenance will occur on the western portion of the line. Low impact blasting may be a method used to fracture hard rock to remove and install wood poles in locations where a backhoe cannot dig. Line trucks, man-lifts, and spool trucks will be used to accomplish this work.

Location of proposal, including street address, if any: This project begins at the Rocky Ford switchyard, located adjacent to Highway 17 between Ephrata, Washington and Moses Lake, Washington. The transmission line extends in a westerly direction from the switchyard to Road P NW in Quincy, Washington

Lead agency: Public Utility District No. 2 of Grant County

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

The Washington Department of Fish and Wildlife has issued a Request for Quotations (RFQ) for contract hauling of hay from farms in the Moses Lake, Pasco, and Walla Walla Areas to delivery sites near Ellensburg and Yakima. Hay will be purchased separately by WDFW. Contracts will be awarded based on pricing for six different hauls as shown in the RFQ,

REQUEST FOR QUALIFICATIONS

Hearing Examiner Services for Kittitas County

Kittitas County is seeking statements of qualifications to provide Hearing Examiner Services for Kittitas County. Any individual or firm who wishes to be considered must submit a statement of qualifications.

The Hearing Examiner may be expected to:

  • Conduct quasi-judicial and administrative hearings, applying relevant federal, state and local codes and decisional law; receive, consider and examine testimony and exhibits related to matters heard; prepare a case record and enter findings, conclusions, and recommendations to the Board of County Commissioners.
  • Hear, recommend or decide various land use issues as provided for by County Code; assure compliance with County, State and Federal environmental regulations; consider statutory requirements and code development guidelines in determining the appropriate size, scale, and design of development projects.
  • Communicate with County departments, outside organizations, governmental agencies and others rela tive to coordination of hearings and to receive various technical information; analyze technical draw ings and development plans in keeping with land use laws, regulations and policies.
  • Hear appeal of various County departments' actions; conduct hearings to determine the validity of appeals and issue decisions based on County code and other appropriate guidelines.
  • Hear actions relating to code compliance and render decisions regarding code violations.
  • Prepare an annual report to the Board of County Commissioners regarding the activity of the hearing examiner; provide recommendations regarding code modifications or procedures.

In submitting a statement of qualifications you should consider the following minimum and preferred

qualifications:

Minimum Qualifications

  • Graduation from a recognized school of law and five years experience in land use law or land use plan ning.
  • Knowledge of principles and procedures of the comprehensive planning process, site planning, zoning principles and development process
  • Knowledge of Land Use and Environmental regulatory codes and standards.
  • Excellent oral and written communication skills.

Preferred Qualifications

  • No prior history in land use activity or representation of land use applications in Kittitas County.
  • Certified Planner by the American Planning Association

The Statement of Qualification should include at a minimum:

1. Legal name, address, telephone and email address

2. Experience and qualifications of principals and other key staff involved in providing and/or performing Hearing Examiner Services.

3. The proposed team of key staff with a short rationale describing the strengths of the team.

4. Other materials establishing the capability to successfully serve as Hearing Examiner for Kittitas County.

The Vintage Apartments: Mitch Molitor submitted an application on May 6, 2008 for environmental review of a 204-unit apartment complex. Additional required information was submitted on May 27, 2008. The application was determined to be complete and ready for review on June 10, 2008. The site is located in the R-3 Multi-Family Residential Zone in the 1000 block of Grape Drive, legally described as Park Orchard Tract 27. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Review, Title 16: Buildings and Construction, Title 18: Zoning, and Title 20: Development Review Process.

Written comments on this proposal will be accepted until 5:00 p.m. on June 27, 2008. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals.
