PENINSULA DRIVE RECONSTRUCTION - 2008

Moses Lake, Washington

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until June 17, 2008, 10:00 AM, for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "PENINSULA DRIVE RECONSTRUCTION - 2008" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of the plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $50.00 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

PROJECT DESCRIPTION: This project consists of reconstructing Peninsula Drive from Wanapum Drive to Battery Road Right of Way, approximately 3,100 L.F. The project work includes removal of BST roadway, some curb and sidewalk, relocation of water meters, adjustment of existing manholes, monuments, and valves, removal of existing hydrants. The project also includes installation of new hydrants, catch basins, drywells, 6,000 lineal feet of curb and gutter, 5,000 square yards of sidewalk, and 1,900 tons of HMA road surfaces.

Estimated Project Cost: $680,000

The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

PROJECT DESCRIPTION: This project's Schedule A includes completing approximately 171,500 square yards with a 3/8-inch - No. 10 seal coat, completing approximately 34,900 square yards with a 5/8-inc - No. 4 seal coat, and fog sealing approximately 171,500 square yards on streets within the Wheeler corridor and Lakeview areas. Additive 1 would allow completing another 25,800 square yards of streets with a 3/8-inch - No. 10 seal coat followed by a fog seal. Other work includes applying temporary raised pavement markings, sweeping, utility adjustments, flushing streets, brooming, traffic control, and permanent pavement markings. The asphalt emulsion to be used is CRS-2P.

Estimated Project Cost: $640,000 base bid $720,000 with Additive 1

The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.

NOTICE OF MITIGATED

DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Grant's Landing Major Plat - Create a one-lot plat of 7.25 acres in the R-3, Multi-family Residential Zone. The site is located southeast of the intersection of Division and Yonezawa, described as a portion of Tax #8785 in S26-T19N-R28E, parcel #11-0475-054.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by June 11, 2008 to the Responsible Official.
