NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER

TAKE NOTICE:
City of Quincy has made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change the place of use, purpose of use, and points of withdrawal of Groundwater Certificate G3-00450C to the Board. The board has designated such application for active review and has assigned number GRAN-08-03 to this application. The Department of Ecology has assigned their tracking number CG3-00450C@1
That Ground Water Certificate G3-00450C with the priority date of November 25, 1970 has current authorization for 450 gallons per minute, 168 acre-feet per year, for Continuous community domestic supply. The place of use is the Service Area of Longview Water, Inc. withing the SE1/4 f Section 10, T19N, R28E, W.M. From two wells located within the SE1/4SE1/4 of Section 10, T19, R28E, W.M. Grant County.
The propsoed new place of use is within the Urban Groth Boundary area of the City of Quincyas defined by said map dated September 14, 2007. The points of withdrawal are proposed to be 5 wells defined as: 1] within the SW1/4NW1/4 section 9; 2] SW1/4/SW1/4 Section 4; 3] NE1/4NW1/4 Section 7; 4] NW1/4NW1/4 Section 20; 5] SE1/4NW1/4 Section 19; all 5 wells within T20N, R24E, W.M. Grant County, WRIA 41. The proposed ner purpose of use is Municipal. There is no change to the authorized amound of water.
Any interested party may review the above maps at the Water Board and submit comments, objections, or other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive, Moses Lake, WA 98837.
Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Department of Ecology, P.O. Box 5218, Lacey, WA 98509-5126 within thirty (30) days from July 30, 2008.

DETERMINATION OF NONSIGNIFICANCE
WAC 197-11-970
RED ROCK TRANSMISSION LINE AND SUBSTATION
ROYAL CITY, WASHINGTON
Description of proposal:
The purpose of this project is to construct the new Red Rock Transmission Line that will be approximately 4.47 miles in total length with the capacity to carry 230 kV of electricity; a majority of the line will accomodate a 13.2 kV distribution circuit underbuild as well.
In addition, the Red Rock Substation will be built and will be approximately 235' x 235'. Approximately 9,400 square feet along the east side of the substation will be covered with impervious surface. Per the National Electrical Safety Code (NESC), a seven foot tall chain link fence consisting of an additional two feet of horizontal strands of barbed wire will be installed around the perimeter of the substation.
The height of the transmission poles will range from 45-100 feet. The lower pole heights are required to comply with clearance standards for building under an existing transmission line, and spanning of transmission poles may be shorter in areas that are regulated by the Federal Aviation Administration (FAA) in order to comply with FAA rules
The District will make every effort to minimize impact to the landscape and to promote re-growth of native shrub steppe habitat to preserve the aesthetic value of the area. Revegetation efforts, including reseeding and monitoring, if appropriate, will be undertaken in response to any impact to native shrub steppe habitat within the project area by District biologists and compliance staff.
Proponent: Grant County Public Utility District No. 2, Ephrata, Washington.
Location of proposal, including street address, if any: Beginning at the intersection of Dodson Road and Grant County Road 12 SW, the line will travel south along Dodson Road crossing State Highway 26 and running approximately 200 yards south of SH 26. The line then travels west to the proposed Red Rock Substation near the Port of Royal Slope, Royal City, Washington.
Lead agency: Grant County Public Utility District No. 2, Ephrata, Washington.
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
