I. NOTICE OF HEARING: You are notified that a DEPENDENCY Petition was filed with this Court in which it is alleged that: The above named child is dependent pursuant to RCW 13.34.030. A hearing will be held on August 05, 2008 at 1:30 pm., at Grant County Superior Court, 35 C ST NW, Ephrata, WA 98823. The purpose of the hearing is to hear and consider evidence on the petition. This petition begins a process, which, after the juvenile is found dependent, may result in permanent termination of the parent-child relationship. IF YOU DO NOT APPEAR, THE COURT MAY ENTER AN ORDER IN YOUR ABSENCE ESTABLISHING TERMINATION OF YOUR PARENTAL RIGHTS.

CITY OF OTHELLO
NOTIFICATION OF COUNCIL RETREAT MEETINGS
This is official notification that the Othello City Council has scheduled Retreat meetings for Monday, August 4, 2008 and Tuesday, August 5, 2008. The meetings will be held in the conference room of the Columbia Basin Health Association 14th Avenue Medical Building, located at 475 N. 14th Avenue. Both meetings will begin at 6:00 p.m. Admittance into the building will be through the side door on the south end of the building. We will have a City employee at the door to let our citizens into the conference room. All Council meetings are open to the public. More information may be obtained from City Hall at 488-5686.

NOTICE OF DETERMINATION OF NONSIGNIFICANCE FOR LAND APPLICATION OF BIOSOLIDS UNDER THE STATEWIDE GENERAL PERMIT FOR BIOSOLIDS MANAGEMENT
Notice is hereby given that the City of Wenatchee is applying to the Washington State Department of Ecology to modify their coverage under the statewide General Permit for Biosolids Management.
City of Wenatchee issued a Determination of Nonsignificance (DNS) on July 22, 2008, for the proposal described in this notice. After review of a completed Environmental Checklist and other information on file, the City of Wenatchee has determined this proposal will not have a probable significant adverse impact on the environment. Copies of the DNS and the completed Environmental Checklist are available from Jessica Shaw at the address below. Persons wishing to comment on the DNS should direct written comments to Rick Smith at the address below no later than August 22, 2008. You may appeal this determination to the City of Wenatchee Hearing Examiner at 25 North Worthen no later than 15 days after the completion of the comment period.
Biosolids are primarily an organic, semisolid product resulting from the wastewater treatment process. Biosolids for this proposal are produced at Wenatchee's wastewater treatment facility located at 201 North Worthen and proposed for land application on farm land in Sections 11 & 12, T16N, R25E, and Sections 2, 3, 9, 10, 11, T16N, R26E, located in Grant County, WA. A Site Specific Land Application Plan addresses the management of the material at this site. A General Land Application Plan sets forth criteria for selecting additional land application sites. Presently no new land application sites are anticipated. However, proposals for additional sites will be consistent with theGeneral Land Application Plan and additional environmental review will be completed if needed. Public notice for additional site(s) will be conducted by posting the site(s) for a minimum of 30 days.
Any persons wishing to comment on this permit application or request a public hearing or meeting, must do so, in writing, within 30 days of this notice. Comments should be addressed to Peter Severtson at the address below.
If you wish to be included on an interested parties list to receive notification of activities relating to this project, please notify Jessica Shaw, in writing, at the address below. The City of Wenatchee will provide written confirmation by certified mail, return receipt requested, to each interested person or organization that their name has been placed on the list.
NOTE: Be sure that comments on the DNS are directed to the Responsible SEPA Official and that comments on the permit application are directed to the Department of Ecology representative.

CITY OF MOSES LAKE
NOTICE OF APPLICATION
The City of Moses Lake has received the following projects for review:
Crittenden Machine Shop & Warehouse: O'Dell Crittenden submitted an application for environmen tal review on June 25, 2008. The application was determined to be complete and ready for review on July 17, 2008. The proposal is to construct a 21,500 SF building for a machine shop, warehouse, and office. The site is located in the Light Industrial Zone, north of Wheeler Road, approximately 1/2 mile west of Road L. southeast of Hamilton and Industrial Court, new streets being constructed as part of the preliminary Crittenden 2nd Addition Major Plat.
Morse Steel: Roger Axelson submitted an applica tion for environmental review on June 30, 2008. The application was determined to be complete and ready for review on July 17, 2008. The proposal is to contruct a 58,000 SF building for a new steel building for a new steel processing, fabrication, and storage facility. The site is located in the Heavy Industrial Zone at 13583 Wheeler Road, Parcel C of the Industrial Binding Site Plan of Central Terminals Major Plat, adjacent to the former sugar beet plant.
The projects have been determined to be consistent with the City's comprehensive Plan, and the following development regulations are applicable to the projects: Moses Lake Municipal Code (MLMC) Title 14: Environmental Review. Title 16: Buildings and Construction, Title 18: Zoning, and Title 20: Development Review Process.
Written comments on these proposals will be accepted until 5:00 p.m. on August 8, 2008. Persons who want to be informed of future actions, or the final decision, on these proposals should provide their name and address to the project planner. The final decision on these proposals will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11.
