Sealed bids, plainly marked "BID FOR Bridge #118, F-NE Road, CRP 06-06", will be received by Grant County at the Office of the Board of County Commissioners located in the County Courthouse, P.O. Box 37, 35 C Street NW-Room 207, Ephrata, WA 98823, until 1:30 P.M., Tuesday, July 15, 2008 and will then and there be opened and publicly read for the construction of the improvements.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.

Maps, plans and specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, WA 98823, upon payment of the amount of $25.00 (non-refundable).

This contract provides for the reconstruction of an existing bridge on a two lane county road in Grant County, WA, and includes removal of the existing bridge, roadway excavation, embankment compaction, crushed surfacing base course, maintenance rock, hot mix asphalt, concrete class 4000 for abutment footings and walls, superstructure for Bridge #118, beam guardrail, and other work in accordance with the plans and specifications.

NOTICE OF APPLICATION FOR CHANGE

OF GROUND WATER CERTIFICATE NO. G3-22373C

TAKE NOTICE:

Marlin Hutterian Brethren of Marlin, Washington, have made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change the purpose on a portion of Ground Water Right Certificate No. G3-22373C and change the place of use to the Board. The Board has designated such application for active Board review and has assigned number GRAN-08-02 to this application. The Department of Ecology has assigned their tracking number CG3-22373C@1.

That Ground Water Right Certificate No. G3-22373C with a priority date of December 7, 1973 has current authorization for 1,900 gallons per minute, 915 acre-feet per year, for irrigation, from April 1 to October 31 each year, of 790 acres within: Section 4, Township 21 N., Range 30, E.W.M. and the SW 1/4 of Section 34, Township 22 N., Range 30, E.W.M. The authorized point of withdrawal is 1 well defined and located: 420 feet south and 130 feet east of the N 1/4 corner (within the NE 1/4 NE 1/4 NW 1/4) of Section 4, Township 21N, Range 30 E.W.M., Grant County, Washington.

The Applicant proposes to change the purpose on a portion of Ground Water Right Certificate No. G3-22373C, such that the water right is bifurcated into two purposes: (1) One purpose authorizing 60 G.P.M. and an annual quantity of 12.56 acre-feet per year for a continuous municipal purpose to be used within the municipal service area located within the SW 1/4 of Section 34, Township 22 N, Range 30, E.W.M. The point of withdrawal being 1 well located in the SE 1/4 of SW 1/4 of Section 34, Township 22 N, Range 30, E.W.M.; and (2) One purpose authorizing 1840 G.P.M. and an annual quantity of 902.44 acre-feet per year, from April 1 to October 31, for the irrigation of 781.8 acres located within Section 4, Township 21 N., Range 30, E.W.M. and the SW 1/4 of Section 34, Township 22 N., Range 30, E.W.M. The point of withdrawal being 1 well defined and located: 420 feet south and 130 feet east of the N 1/4 corner (within the NE 1/4 NE 1/4 NW 1/4) of Section 4, Township 21N, Range 30 E.W.M., Grant County, Washington.

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice said written comments or information to be provided to its office located at 3953 Airway Drive, Moses Lake, WA, 98837.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections.
