TAKE NOTICE:

Central Terminals, LLC of Moses Lake has made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change the points of withdrawal, transfer the the place of use, and add a purpose of use of Groundwater Certificate G3-00450C to the board. The board has designated such application for active Board review assigning it a number of GRAN-07-05. The Department of Ecology has assigned tracking number CG3-00450 to this application.

That Ground Water Certificate with a priority date of November 25, 1970 has current authorization for 430 gallons per minute, 160 acre-feet, continuously, for community domestic supply. The place of use being the area served by Longview Tracts, Inc within SE1/4 Section 10, T19N, R28E, W.M. The points of withdrawal being two wells both located 1] 1010 ft north and 375 ft west of the SE corner and 2] 189 ft north and 650 west of the SE corner both within Section 10, T19N, R28E, W.M..

The proposed change is to transfer the place of use, points of diversion, and add a purpose of use. The proposed changed certificate would be 430 gallons per minute, 160 acre-feet, continuously, for municipal and industrial effluent management uses. The place of use would be Sections 19, 20, 29, and 30, T19N, R29E. W.M.

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the late date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive N.E., Moses Lake, WA 98837.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Department of Ecology, Water Resources Program ERO, Post Office Box 5128, Lacy, WA 98509-5128 within thirty (30) days from (last date of publication).

STATE ENVIRONMENTAL POLICY ACT

NOTICE OF AVAILIBILITY

The Bureau of Reclamation and the Washington State Department of Ecology have completed the Draft Environmental Impact Statement (EIS) for Yakima River Basin Water Storage Feasibility Study. The Draft EIS is a joint State Environmental Policy Act (SEPA) and National Environmental Policy Act (NEPA) document. Reclamation and Ecology are co-lead agencies for the EIS process. The purpose of the Storage Study is to develop and evaluate alternatives that could create additional water supplies for both instream and out of stream uses.

The Draft EIS can be viewed online at: www.usbr.gov/pn/programs/storage_study or copies may be obtained by calling 509-575-5848 ext. 612. Comments regarding the EIS will be accepted until March 31, 2008, and should be directed to:

Public Utility District #2 of Grant County, Washington (District) is seeking proposals for professional engineering services related to maintenance and improvements of the Priest Rapids Dam Fish Pump Gear Boxes.

Firms must meet a minimum set of qualifications in order to be considered for evaluation pursuant to RCW 39.80.

These qualifications are:

  • Must have provided engineering services for a min- imum of 15 years.
  • Must be a registered engineering company of the State of Washington

NOTICE OF APPLICATION TO CONSTRUCT AN AIR POLLUTION SOURCE

The State of Washington Department of Ecology (Ecology) has received an application to increase solvent-based coatings limits in an Approval Order for an existing lifting equipment manufacturing facility in Moses Lake, WA. The application was made by Genie Industries for the operations at 8987 Graham Road, N.E., Moses Lake, WA (The Genie Industries facility is located next to Larsen Airfield near Moses Lake, WA). The legal description of the location is the NW 1/4 of the SW 1/4 of Section 27, Township 20N, Range 28E, Willamette Meridian.

After review of the completed Notice of Construction application and other information on file with the agency, Ecology has made a preliminary determination that this proposal will conform to all requirements as specified in Ch. 173-400 WAC and Ch 173-460 WAC. Copies of the Preliminary Determination and other pertinent information are available for public review at Ecology, 4601 N. Monroe, Spokane, WA, 99205 and at the City of Moses Lake, City Hall Building, 321 Balsam, Moses Lake, WA.

The public is invited to comment on the project by submitting written comments within 30 days of this notice to Robert Koster at the above Spokane address. A public hearing may be held if significant public interest is determined to exist.
