NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT PERMIT

| January 22, 2008 8:00 PM

PERMIT NO.: ST-8102

APPLICANT: Microsoft

One Microsoft Way

Redmond, WA 98502

FACILITY: Microsoft - Columbia Data Center 1.1 and 1.2

501 Port Industrial Parkway

Quincy, WA 98848

Microsoft has applied for a State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Microsoft presently owns or operates a Data Center which is designed to handle a maximum daily flow of 86,688 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of treated wastewater from the Columbia Data Center to the City of Quincy's Reclaimed Wastewater Treatment Facility.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.
