Entezar Development is moving along in Quincy

QUINCY - Plans are proceeding for a commercial center to be located between Quincy and East Wenatchee.

Entezar Development President Wade Entezar said his company is in the process of finalizing plans for the facility.

The development includes 1,140 units and a commercial center, which includes a wine-crushing facility, two restaurants, a theater, a boutique hotel and a spa, which includes a lot of Asian and Eastern ideology of detoxification and wellness.

"So it's going to be a medical spa," Entezar explained, noting the spa will be about 7,500 square feet. "With that, we're going to have an adult section for the spa and also there's going to be kids' spa in there as well. There's also treatments for after-golf treatments. There's a lot of different therapies not included in the U.S. yet."

There will also be a kids' activity center for children to learn about nature, ride horses, play golf or rockclimb or water activities.

Road designs and engineering are under way, Entezar said.

"We're hoping to be able to push dirt some time in the latter part of this year," he said. "We'll be doing construction in 2009 for all of the infrastructure. Then we're going to have the units available in late 2009 and 2010."

The center, currently known as Spanish Castle Resort, will be built in phases, Entezar said, and is located on the outskirts of Crescent Bar.

Entezar said the development has been very well-received.

"We've got a huge list of people who want to be part of the first group to buy," he said. "So we are very fortunate in that aspect."

The decision to locate in the Quincy area came after a long time of looking around the area. While working on a 134-unit housing development in Quincy, the company saw the land for its waterfront development.

"The site speaks for itself," Entezar said. "If you go out on the site, the site is designed for a project such as this. It's the beauty of the land, the water frontage we have and there's an access point we have for boat launches already designed for that. That's what we have right now."

While the company has been focusing on the resort, Entezar said things are going well for the housing department, in the sale process. Ten have been sold. The rest are available on a pre-sale basis. The company is working out the details with the mortgage industry.

"I think they would be a success if it becomes the destination we intend it to be," Entezar said. "For it to be a destination for people, first of all the people of Douglas County and the surrounding area."

Entezar hopes for residents to have a safe place to bring their families and participate in family activities.

"Beyond that we want to make it a destination, from golf, to the hotel to the restaurant to the wine and activities we'll have included in there," he said.

The company is going through the engineering process to work out the details, he said.

Entezar estimated there will be quite a few employees brought on board for the development.

"From the construction aspect of it, there's going to be a lot of people that's going to be hired during the construction alone," he said. "The construction phase could be easily five to seven years. That's just for the construction aspect of it. We also have a lot more work as far as once it's operational. The hotel industry we'll have in there, the restaurant that will be there, the landscape maintenance and the golf course maintenance and the security forces that will be there … So there's quite a bit. We haven't really concluded exactly how many."

First and foremost, Entezar said, the project is a place for Eastern Washington residents. People will come from other areas, but it gives a place for Eastern Washington families, he said.

"The development is an extremely unique project for the area," he said. "We're grateful to be able to do this project. The right stuff has been happening for the project and we're grateful to be working in Douglas County and Grant County. It's been a breath of fresh air from working from the West Side. We're looking forward to getting everything done."
