Broadway, Ritzville, Washington 99169, until 10:00 a.m., Monday, February 25, 2008 and will be opened and publicly read on February 25, 2008 at 10:00 a.m. for the following construction improvements:
McManamon Road Project #1 (CRP-149), Group #1, MP 2.12 to MP 3.94, May Road (Grant County H-SE) to Crab Creek Bridge, by the reconstruction of the roadway by grading, drain- ing, replacement of culverts, gravel base, HMA & BST wearing surfacing and other work,
McManamon Road (Grant County 12SE road) Project #2 (CRP-154), Group #2, MP 0.00 to MP 2.12, Byers Road to May Road (Grant County H-SE), by the reconstruction of the roadway by grading, draining, replacement of culverts, gravel base, HMA wearing surfacing and other work,
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check or surety bond in amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the County of Adams. All checks and bonds shall be made payable to the Adams County Treasurer.
The Board of Adams County Commissioners reserves the right to reject any or all bids, to waive informalities or irregularities in the bids or in the bidding, if the best interest of Adams County will be served, or to accept the bid, which in their opinion best serves the interest of Adams County.
Maps, plans, specifications, and proposals may be obtained from the office of the Department of Public Works, 210 W. Alder, Ritzville, Washington, 99169; phone (509) 659-3276.
Informational copies of maps, plans and specifications are on file for inspection in the office of the Adams County Engineer in Ritzville, Washington, and the chapter office of the Associated General Contractors of America in Spokane, Washington.
The Recipient, in accordance with Title VI of the Civil Rights Act of 1964, 79 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

DESCRIPTION OF PROPOSAL: REPLACE AND RECONDUCTOR DISTRIBUTION LINES AND POLES.
To replace 3 1/4 miles of existing wood poles with new poles and new, heavier distribution line that can carry a higher electrical capacity without increasing the current voltage. The new overhead construction consists of a three phase 336 All Aluminum Conductor (AAC) and will tie in with an existing electrical feeder.
The area is known as priority waterfowl and shoreline bird breeding habitat so all work will occur after mid-August to avoid the important breeding and fledging periods for young birds. In addition, September would likely have the lowest water elevation at the Desert Wildlife Area, and it is possible that installation of the new wood distribution poles could avoid any in-water work.
The existing wood poles within this wetland will be cut down to the height of the existing fence and used as fence posts to minimize the amount of in-water work. New poles, five feet higher than the older poles will be placed near the older poles. All poles within the wetland will be treated with ACZA or CCA wood preservatives.
Sediment curtains will be placed between the wetland and the installation work to reduce the likelihood of sediment entering the water and all equipment will be inspected and cleaned of all grease, oil, hydraulic fluid and noxious weeds prior to driving from the site to eliminate the possibility of contaminating or spreading noxious weeds into the wetland or other locations. All work will be from the Frenchman Hills Road (in County ROW), and a boom truck auger will be used to dig the holes for the new poles.

There is no physical address, but the project begins on the corner of Dodson and Frenchman Hills Road, near Royal City, WA.
LEAD AGENCY: Public Utility District No. 2 of Grant County (District) has determined that the planned actions do not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
This DNS is issued under WAC 197-11-340 (2); the lead agency will not act on this proposal for 14 days from the date below. Comments will be received for 14 days from the date below. Comments must be submitted by March 6, 2008.

NOTICE
NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Grant County, Washington, will receive bids for the printing of County Legal Notices for the Year beginning July 1, 2008 and ending June 30, 2009.

Request for Statements of Qualification for
Geotechnical Services
The City of Moses Lake requests Statements of Qualifications (SOQ's) for the following:
Geotechnical Engineering services as needed for various projects over the next two years with an option to extend annually for each of two more years.
SOQ's shall include, at a minimum, a listing of similar projects and resumes for the key people that will be involved with this work and a full sample report from similar projects. All work shall be done in accordance with all applicable laws, regulations, and Washington State requirements, and shall be stamped by a Professional Engineer or a Professional Geologist licensed in the State of Washington.
The submittal is limited to 10 sheets (using both sides, or 20 pages total) plus the sample report from a recent project. Additional information may be included as an addenda, but will not be used for ranking firms. Please submit SOQ's to Mr. Gerry McFaul, PE, City of Moses Lake, P.O. Box 1579, Moses Lake, WA 98837.
