NOTICE: Quincy Ground Water Subarea Licensees

As a reminder, landholders who either directly or indirectly own and/or lease land in the Subarea over the forms submittal threshold must file annual Reclamation Reform Act of 1982 (RRA) forms by March 15, 2008 to be eligible to receive Reclamation irrigation water. This includes but is not limited to individuals, entities, trusts, estates, public entities, religious or charitable organizations, and farm operators. This is a westwide disclosure. Any and all land must be counted if it is in a district subject to the RRA.

Please contact the RRA staff in Boise, Idaho, toll free at 888-767-3850 if you have any questions about your submittal threshold or entitlements, what forms are required, or for any questions you may have about the forms.

RRA forms are to be submitted to the Bureau of Reclamation, Attn: PN-3327, 1150 N Curtis Road, Suite 100, Boise, ID 83706-1234.

Reclamation's Boise RRA staff will be in the Ephrata Field Office on March 12, 2008 to collect 2008 RRA forms and answer basic questions. Separate notification regarding details will be sent to Subarea licensees that are required to file forms.

Sealed bids will be received by Adams County at the office of the Board of County Commissioners located in the courthouse at 210 W. Broadway, Ritzville, Washington 99169, until 10:00 a.m., Monday, February 25, 2008 and will be opened and publicly read on February 25, 2008 at 10:00 a.m. for the following construction improvements:

McManamon Road Project #1 (CRP-149), Group #1, MP 2.12 to MP 3.94, May Road (Grant County H-SE) to Crab Creek Bridge, by the reconstruction of the roadway by grading, drain- ing, replacement of culverts, gravel base, HMA & BST wearing surfacing and other work,

McManamon Road (Grant County 12SE road) Project #2 (CRP-154), Group #2, MP 0.00 to MP 2.12, Byers Road to May Road (Grant County H-SE), by the reconstruction of the roadway by grading, draining, replacement of culverts, gravel base, HMA wearing surfacing and other work,

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check or surety bond in amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the County of Adams. All checks and bonds shall be made payable to the Adams County Treasurer.

The Board of Adams County Commissioners reserves the right to reject any or all bids, to waive informalities or irregularities in the bids or in the bidding, if the best interest of Adams County will be served, or to accept the bid, which in their opinion best serves the interest of Adams County.

This ordinance establishes a new chapter to the zoning section of the Othello Municipal Code concerning: encourage joint use of cell towers; facilitate the integration of antennas into existing tall structures; reduce the aesthetic impact of cell towers; better protect residential areas, and provide a consistent and methodical process to review, regulate, and permit new cell towers in our community.
