NOTICE: Quincy Ground Water Subarea Licensees

As a reminder, landholders who either directly or indirectly own and/or lease land in the Subarea over the forms submittal threshold must file annual Reclamation Reform Act of 1982 (RRA) forms by March 15, 2008 to be eligible to receive Reclamation irrigation water. This includes but is not limited to individuals, entities, trusts, estates, public entities, religious or charitable organizations, and farm operators. This is a westwide disclosure. Any and all land must be counted if it is in a district subject to the RRA.

Please contact the RRA staff in Boise, Idaho, toll free at 888-767-3850 if you have any questions about your submittal threshold or entitlements, what forms are required, or for any questions you may have about the forms.

RRA forms are to be submitted to the Bureau of Reclamation, Attn: PN-3327, 1150 N Curtis Road, Suite 100, Boise, ID 83706-1234.

Reclamation's Boise RRA staff will be in the Ephrata Field Office on March 12, 2008 to collect 2008 RRA forms and answer basic questions. Separate notification regarding details will be sent to Subarea licensees that are required to file forms.

The board has designated such appliation for active Board review by assigning its number of GRAN-07-08; the department of Ecology has assigned tracking number CG3 01527C [A] to this application for change.

That Ground Water Certificate G3-01527C [A] with a priority date of April 5,1949 has current authorization for 387 gallons per minute, 148 acre-feet per year, for seasonal irrigation of 37 acres. The proposed change is to divide the certificate into 14 separate parts. The first part, proposes to develop a 12-lot subdivision and to change the purpose of use & to add 12 points of withdrawal. With each lot to receive its proportionate share of the 69 AF & 190.6 G.P.M, of water, being transferred, according to lot size, for continuous domestic and seasonal irrigation use. The place of use and well location for each will be the subdivided parcels within the original place of use. A copy of the subdivision plat is available at the Water Conservancy board office.

The second Proposed change is for the seasonal irrigation of 3.8 acres of recreational area. .The proposed change would add a point of withdrawal, which is an existing well currently being used for seasonal irrigation. The proposed place of use is the NW1/4 NW1/4Sec.26, parcel10-0719-006 &7- T 19 N-R.28 E.W.M. Grant County. WIRA 41

The third proposal is to continue to irrigate the acres remaining of the original 37 acres described as the present place of use. The place of use would remain unchanged, the point of withdrawal would remain unchanged and purpose of use would remain agricultural Irrigation for seasonal use.

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. OB-3 Resource Management, LLC has applied for a State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

The City of Warden presently owns and operates an industrial wastewater treatment plant which is designed to manage a maximum daily flow of 1.6 million gallons per day of process wastewater from three food processors. The city and OB-3 have entered into a service agreement that will transfer the operation of the treatment facility to OB-3 when the proposed permit is issued. The city and OB-3 will be co-permittees. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge (spray irrigation) of pre-treated process wastewater from the Warden Wastewater Facility onto approximately 4000 acres of sprayfields in Adams County that are owned and operated by the Stahl Hutterian Brethern Farm.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

PUBLIC COMMENT AND INFORMATION
