NOTICE: Quincy Ground Water Subarea Licensees

As a reminder, landholders who either directly or indirectly own and/or lease land in the Subarea over the forms submittal threshold must file annual Reclamation Reform Act of 1982 (RRA) forms by March 15, 2008 to be eligible to receive Reclamation irrigation water. This includes but is not limited to individuals, entities, trusts, estates, public entities, religious or charitable organizations, and farm operators. This is a westwide disclosure. Any and all land must be counted if it is in a district subject to the RRA.

Please contact the RRA staff in Boise, Idaho, toll free at 888-767-3850 if you have any questions about your submittal threshold or entitlements, what forms are required, or for any questions you may have about the forms.

RRA forms are to be submitted to the Bureau of Reclamation, Attn: PN-3327, 1150 N Curtis Road, Suite 100, Boise, ID 83706-1234.

Reclamation's Boise RRA staff will be in the Ephrata Field Office on March 12, 2008 to collect 2008 RRA forms and answer basic questions. Separate notification regarding details will be sent to Subarea licensees that are required to file forms.

NOTICE OF APPLICATION

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist and Determination of Non-Significance were received on January 23, 2008 from Public Utility District #2 of Grant County and found to be technically complete and preliminarily appears to be consistent with the Unified Development Code and other applicable State and local requirements as of January 29. 2008

PROJECT:

A portion of Grant County PUD's (District) property was impacted when the adjacent property owner constructed Crescent Bay Resort. Approximately 3,050 square feet was disturbed by the placement of additional sand, gravel, and cobbles on Grant County PUD shoreline property adjacent to Trinidad Creek, destroying existing native vegetation. Grant County P.U.D. notified Crescent Bay Resort of the impacts and is requiring restoration to as near as pre-existing conditions as possible.

SHORELINE ENVIRONMENT: Rural ZONING: Rural Remote and Recreation Development. Required mitigation will be pursuant to the Unified Development Code and comments/requirements from the PUD and other agencies with jurisdiction. Copies of the application materials (File #08-5002) are available from Billie M. Sumrall at the Grant County Planning Department, 32 C St. NW, Room 26a, P.O. Box 37, Ephrata WA 98823, (509) 754-2011 extension 396; office hours are 8am - 12pm and 1pm - 5pm, Monday - Friday. Comments must be submitted no later than 5pm, February 29, 2008 to the planner listed above. All comments should be as specific as possible and may be mailed, hand delivered or sent by facsimile. Any person has the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and appeal the decision as provided by law and County Code. This may be the only opportunity to comment on the SEPA/ DNS and Shoreline Permit application.
