These proposed BFEs are the basis for the floodplain management measures that your community is required to either adopt or show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). TAKE NOTICE:

Mr. Dennis & Ms Marge Barger of Moses lake Washington, has made a n APPLICATION FOR CHANGE/TRANSFER of Water Right Groundwater certificate Number G3- 01527C[A] to the board. The board has designated such appliation for active Board review by assigning its number of GRAN-07-08; the department of Ecology has assigned tracking number CG3 01527C [A] to this application for change.

That Ground Water Certificate G3-01527C [A] with a priority date of April 5,1949 has current authorization for 387 gallons per minute, 148 acre-feet per year, for seasonal irrigation of 37 acres. The place of use being 37 acres within, the West 1370 feet of the S1/2 SE1/4/and the West 50 feet of the SW1/4 NE1/4SE1/4 ALL IN SEC. 1,T 19, R. 27E.W.M. The proposed change is to divide the certificate into 14 separate parts. The first part, proposes to develop a 12-lot subdivision and to change the purpose of use & to add 12 points of withdrawal. With each lot to receive its proportionate share of the 69 AF & 190.6 G.P.M, of water, being transferred, according to lot size, for continuous domestic and seasonal irrigation use. The place of use and well location for each will be the subdivided parcels within the original place of use. A copy of the subdivision plat is available at the Water Conservancy board office.

The second Proposed change is for the seasonal irrigation of 3.8 acres of recreational area. .The proposed change would add a point of withdrawal, which is an existing well currently being used for seasonal irrigation. The proposed place of use is the NW1/4 NW1/4Sec.26, parcel10-0719-006 &7- T 19 N-R.28 E.W.M. Grant County. WIRA 41

The third proposal is to continue to irrigate the acres remaining of the original 37 acres described as the present place of use. The place of use would remain unchanged, the point of withdrawal would remain unchanged and purpose of use would remain agricultural Irrigation for seasonal use.

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive NE Moses Lake, WA 98837.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD, on February 25, 2008 at 1:30 pm by the Grant County Board of County Commissioners in order to readopt and extend Interim Ordinance 07-117-CC which complies with the orders and directives of the Eastern Washington Growth Management Hearings Board issued in case nos. 99-1-0016 and 99-1-0019. The Interim Official Controls temporarily amend the residential development densities in Rural Residential 2 & 3, Rural Community, Agriculture Service Center, Recreational Development, Shoreline Development 1, 2, 3, & 4, establishes interim boundaries and prohibits non-agricultural industrial development and commercial development in Rural General Commercial, Rural Freeway Commercial, Rural Recreational Commercial, Rural Light Industrial, and Rural Heavy Industrial, Rural Community, Agriculture Service Center, Recreational Development, Shoreline Development 1, 2, 3, & 4, Rural Residential 2 & 3 zoning districts. PUBLIC HEARING NOTICE

NOTICE OF APPLICATION

NOTICE IS HEREBY GIVEN that the Grant County Planning Department has received and found the following land use applications to be technically complete as of February 4, 2008 and ready for processing, public review and comment.

1. A preliminary plat application submitted by Maysae Norisada, of Moses Lake, consisting of 20 lots on 102.35 acres for residential home sites has been submitted for review and comment in a portion of the Northwest quarter of Sections 35, Township 20 N., Range 27 E.W.M. zoned Rural Residential 1. The site fronts on the south side of Mc Conihe Road, the east side of Road D N.E. and the North side of Road 6.5 N.E. A new road is proposed within the plat which will be constructed to County Standards and dedicated as public right-of-way.
