NOTICE TO CONTRACTORS

CRACK SEAL PROJECT - 2008

Moses Lake, Washington

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until February 20, 2008, at 10:00 a.m., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "CRACK SEAL PROJECT - 2008" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $30.00 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

PROJECT DESCRIPTION: This project includes crack sealing of 280,00 linear feet of cracks with rubberized asphalt on the designated streets, alleys, and parking lots within the City of Moses Lake. This project also includes notification to affected customers, traffic control, preparation of cracks, application of sand or detack, and application of PolyPatch.

Estimated Project Cost: $100,000.00

The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.

NOTICE OF APPLICATION

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist and Determination of Non-Significance were received on January 23, 2008 from Public Utility District #2 of Grant County and found to be technically complete and preliminarily appears to be consistent with the Unified Development Code and other applicable State and local requirements as of January 29. 2008

PROJECT:

A portion of Grant County PUD's (District) property was impacted when the adjacent property owner constructed Crescent Bay Resort. Approximately 3,050 square feet was disturbed by the placement of additional sand, gravel, and cobbles on Grant County PUD shoreline property adjacent to Trinidad Creek, destroying existing native vegetation. Grant County P.U.D. notified Crescent Bay Resort of the impacts and is requiring restoration to as near as pre-existing conditions as possible.

SHORELINE ENVIRONMENT: Rural ZONING: Rural Remote and Recreation Development. Required mitigation will be pursuant to the Unified Development Code and comments/requirements from the PUD and other agencies with jurisdiction. Copies of the application materials (File #08-5002) are available from Billie M. Sumrall at the Grant County Planning Department, 32 C St. NW, Room 26a, P.O. Box 37, Ephrata WA 98823, (509) 754-2011 extension 396; office hours are 8am - 12pm and 1pm - 5pm, Monday - Friday. Comments must be submitted no later than 5pm, February 29, 2008 to the planner listed above. All comments should be as specific as possible and may be mailed, hand delivered or sent by facsimile. Any person has the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and appeal the decision as provided by law and County Code. This may be the only opportunity to comment on the SEPA/ DNS and Shoreline Permit application.
