Palouse River and Coulee City Railroad System (PCC)

The Washington State Department of Transportation issued a SEPA Determination of Nonsignificance on December 2, 2008 for maintenance work on the PCC Railroad System.

The work will be done within the railroad rights-of-way in Whitman, Spokane, Lincoln and Grant counties. Activities that may occur along these rail lines include:

  • Track repairs - replacing ties, adding and shaping ballast, adjusting vertical

profile of rails and track, replacing rail.

  • Bridge repairs - replacing structural elements of timber trestle bridges (piling,

headwall planks, stringers, etc.), placing deck material, riprap placement, cleaning

silted channels.

  • Drainage - re-defining ditches along the rail bed, cleaning and repairing culverts.
  • Grade crossings - replacing ties, rail adjustments, repaving approaches, replacing

crossbuck warning signs.

The purpose of this notice is to notify the public that the Department of Community, Trade, and Economic Development's Home Repair and Rehabilitation Program (HRRP) is proposing to use Federal funds under the U.S. Department of Housing and Urban Development's HOME Investment Partnerships Program within a FEMA designated 100-year floodplain of the West Canal from Banks Lake in Grant County. This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for HUD-funded activities that are within and/or affect the floodplain.

The project involves the repair and rehabilitation of a home for Janet Crawford, 176 F Street NW, Ephrata, Washington 98823. This work is being completed under a HRRP Contract.
