You may sign the guest book or leave a note for the family at www.kayserschapel.com. Cynthia was addicted to fun and always tried to infuse her family and friends with happiness.

She was born April 16, 1969, in West Jordan, Utah, the third child of Ronald Dutson and Margo Salazar. She attended Brighton High School, and after a lot of fun, she graduated in 1987. In 1988 she was baptized a member of the Church of Jesus Christ of Latter-day Saints. That same year she met

Matthew Hinckley Milligan, a pre-med student at the University of Utah.

After a whirlwind romance and a dangerously long engagement, they were married for time and all eternity in the Salt Lake temple of the LDS church on Aug. 25,1989.

Matt and Cynthia have made their home in Salt Lake City Utah, Redlands, Calif., Omaha, Neb., Las Vegas, Nev., and permanently settled in Moses Lake in 2001. Cynthia always wanted a large family, and she was not disappointed. The Lord entrusted her with six children along the way, the youngest three arriving through the miracle of adoption. Since the birth of her first child, Cynthia has been a dedicated full-time mother. Motherhood was her chosen career, and her divine calling. She always wanted to make things fun for her family, and her entire existence was wrapped up in that goal.

She is survived by her husband Matt, sons Nathaniel Arza Milligan, age 18, Andrew Alan Milligan, age 15, Ty Marco Milligan, age 4, daughters Brittany Ann Milligan, age 17, Mandy Belle Milligan, age 10 and Cierra Lynn Milligan, age 8.

She also is survived by her mother, Margo Salazar of Salt Lake City, Utah, her father, Ronald Dutson of California, her sisters Michelle Wagstaff of Salt Lake City, Utah and Christina Curry of Chicago, Ill., and her foster parents, Alan and Sue Goddard of Ogden, Utah. She also leaves behind a long list of wonderful friends from over the years. Many of you touched her lives in ways you will never fully appreciate.

At this time of loss and grief, please remember her drive to “Keep it fun!”
