David Shreiner of McDougall & Sons Inc. is seeking coverage under the Washington Department of Ecology's NPDES General Permit for Stormwater Discharges Associated with Construction Activities. The proposed 4.5-acre project, known as McDougall Quincy is located on the Southwest corner of 13th Avenue NW and Port Industrial Way in Quincy Washington.

Approximately 4.5 acres will be disturbed for the construction of a fruit warehouse and necessary utilities. Initial infrastructure construction activities will include clearing, grading, stormwater facilities, access roads, water, sewer and dry utilities. Stormwater generated from the roof of the warehouse and the site itself will be collected in an infiltration pond.

Any person desiring to present their views to the Department of Ecology concerning this application may notify Ecology in writing within 30 days from the last date of publication of this notice. J.R. Simplot Company has applied for a State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

J.R. Simplot Company presently owns or operates a potato processing facility which is designed to discharge an average daily flow of 2.88 million gallons per day of process wastewater. Following pretreatment, Simplot is permitted to land apply process wastewater via center-pivot irrigation onto 7800 acres during the growing season. J.R. Simplot requests the permit be modified to add 1680 acres to the land treatment system. The new fields are owned and operated by Friehe Farms and are located within Section 7,20,21,28,29,32, and 33, T. 19N, R. 30E (Grant Co.) The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of treated process wastewater from the facility via land application.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.
