This petition begins a process, which, after the juvenile is found dependent, may result in permanent termination of the parent-child relationship. NOTICE OF STATE'S INTENT TO NEGOTIATE LEASES

DEPARTMENT OF ECOLOGY

NOTICE OF APPLICATION FOR PERMIT COVERAGE

The AAA Readymix Incorporated, P.O. Box 1044, Moses Lake, WA 98837, is seeking coverage under the Washington State Department of Ecology's General Permit for Storm Water Quality Associated with Sand and Gravel Operations, and Similar Mining Operations, Including Stockpiles of Mined Materials, Concrete Batch Operations for a portable concrete batch plant Portable #2. The plant will be covered under the permit to operate within the State of Washington, and will operate on as needed basis at sites throughout the State.

Coverage of the portable facility at a site is for a limited time, not to exceed one year. However, when related to a specific project, one six-month extension may be requested.

The permit will require a site evaluation demonstrating ability to comply with permit conditions and documentation that applicable SEPA, air quality, and local government requirements have been satisfied.

The portable plant has a design capacity of 150 cubic yards per hour. No process water will be generated by the operation of this equipment. Stormwater may be discharged to ground or surface waters according to monitoring schedules and discharge limits set forth in the Permit. Monitoring will be required of any on-site accumulation or discharged of stormwater from a site during active operating status.

Any interested party is invited to submit written comments on the proposed permit coverage. Comments must be submitted within thirty (30) days after the last publication date of this notice to be considered for the Final Determination. Publication dates of this notice are April 24, 2008 and May 1, 2008. Comments should be sent to: Department of Ecology, Eastern Regional Office, Water Quality Permit Coordinator, 4601 N. Monroe, Spokane, WA 99205-1295.

The Sand & Gravel General Permit, fact sheet, and other related documents are available at the Departments' Eastern Regional Office for inspection and copying between the hours of 8:00 a.m. and 5:00 p.m. weekdays. Copies may be obtained at a charge of 15 cents per copy sheet. REQUEST FOR PROFESSIONAL SERVICES PROPOSAL

Firms wishing to be considered for architectural/engineering design and related services for the Moses Lake School District #161 are requested to submit Statements of Qualifications to Steve Chestnut, Superintendent, 920 W. Ivy Ave, Moses Lake, WA 98837, (509) 766-2650.

Project: Construction of a Grant County Skill Center facility.

Budget: Approximately $24,000,000

Schedule: Pre-Design: Summer and Fall 2008

Construction Start: Summer, 2009 (assuming funding by the Washington State Legislature)

Funding: This project will be funded entirely by the Capital Project Budget of the Washington State Legislature.

Requests from interested firms are to be submitted as follows:

1. Submittals should identify:

a. Experience designing new or major modernized projects in the State of Washington.

b. Land planning/landscape architecture capabilities.

c. Experience in Washington State "D" Form process.

2. Limit proposals to 20 pages total, including all sheets.

3. Submittals must be received at the District Office: 920 W. Ivy Ave, Moses Lake, WA 98837

4. Five (5) copies to be received no later than May 16, 2008, at 5:00 p.m.

Sub consultants are to submit proposals with prime consultant applicants rather than submitting them separately.
