Notice is hereby given that sealed bids, plainly marked "BID FOR ROAD DISTRICT NO. 2 SHOP, MOSES LAKE" will be received by the Board of County Commissioners of Grant County, at the Commissioners' Office, Grant County Courthouse, Ephrata, Washington 98823 until 1:30 p.m. local time on Tuesday, the 6th day of May, 2008, and then publicly opened and read. Contract Documents may be examined at the following locations:

Copies of the Contract Documents may be obtained by Prime Bidders and by bona fide Mechanical and Electrical Contracts from the office of Zeck Butler Architects, P.S., 421 West Riverside Ave., Suite 860, Spokane, Washington 99201-0433, (509) 456-8236, upon deposit of $200.00 for each set. A maximum of two sets will be issued to each Prime Bidder and one set will be issued to each Mechanical and/or Electrical Contractor. Any such plan holder, upon returning the Contract Documents promptly and in unmarked and unadulterated condition will be refunded the deposit.

Contract Documents may be purchased by anyone from Zeck Butler Architects, P.S. Purchasers of Contract Documents shall be responsible for verifying completeness of sets purchased and if any Addenda are issued. Purchases will not be refunded, nor will the purchaser be obligated to return the Documents.

Each proposal must be submitted on the prescribed forms and accompanied by a cashier's check, certified check or bid bond executed on the prescribed form, payable to Grant County in an amount not less than five (5%) percent of the amount of bid. No bidder may withdraw his bid after the hour set for opening thereof, unless contract award is delayed for a period exceeding 60 days.

A Pre-bid Conference will be held at the existing facility on site, 12171 Rd. 3 - NE (Wheeler Road), Moses Lake, Washington at 1:30 to 3:30 p.m. local time on Thursday, the 24th day of April, 2008. This conference is not mandatory, but is strongly recommended for all interested bidders.

The Grant County Board of Commissioners reserves the right to accept or reject any or all bids or to waive any informalities therein.

NOTICE TO CONTRACTORS

Sealed bids, plainly marked "BID FOR E-NW Road, CRP 06-05", will be received by Grant County at the Office of the Board of County Commissioners located in the County Courthouse, P.O. Box 37, 35 C Street NW- Room 207, Ephrata, WA, 98823, until 1:30 P.M., Tuesday, April 29, 2008 and will then and there be opened and publicly read for the construction of the improvements.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.

Maps, plans and specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, WA 98823, upon payment of the amount of $25.00 (non-refundable).

Informational copies of the maps, plans and specifications are on file for inspection at the Grant County Public Works Building, 124 Enterprise St. S.E., Ephrata, WA 98823, and in various plan centers located in Washington.

The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award or this contract, if made will be to the lowest responsible bidder.

The improvement for which bids will be received follows:

E-NW Road - CRP 06-05

This contract provides for the reconstruction of 10.36 miles of two lane county road in Grant County, WA, and includes roadway excavation, embankment compaction, drainage items, crushed surfacing base course, maintenance rock, hot mix asphalt, asphalt MC-800, asphalt HFE-150, paint striping, permanent signing, seeding and fertilizing, and other work in accordance with the plans and specifications.

Comprehensive Marketing Services and Materials

The Adams County Development Council was formed in August of 2007 for the purpose of promoting economic development in Adams County, Washington.

The non-profit Council seeks a qualified, experienced and professionally accredited practitioner or agency to provide the Council with comprehensive marketing and public relations services and materials including the establishment of the organization's official "branding."

"To enhance, retain and attract commercial, industrial and agricultural growth, development and diversity within Adams County and its cities, towns and ports."

Vision:

The Adams County Development Council was formed to create a public-private partnership focused on improving the overall economic health of Adams County while preserving the natural attributes of the region and the history and cultural influences of our communities. The Adams County Development Council will help facilitate careful, well-planned growth throughout the county. Our focus will include working with regional educational institutions and agencies to facilitate workforce development; we will serve as a resource to existing businesses as they explore retention and expansion opportunities; we will actively market Adams County as a viable location for new business; and we will endeavor to provide logistical support to potential new businesses and industry as they consider Adams County as a location for their investment.

Scope of Work:

1. Branding strategic plan/campaign proposal that encompasses statewide and regional marketing efforts as well as proposed annual budgetary requirements to effectively market Adams County.

2. Graphic design of key branding elements (i.e., design of ACDC logos).

3. Web site development and launch.

4. Marketing/trade show materials: including brochures, trade show displays and marketing materials capable of introducing potential clients to the business and industry trends in Adams County and the quality of life featured in each of the county's cities and towns.

5. Print and radio advertising materials, institutional materials to establish the Council's branding efforts and promote the availability of Adams County to housing developers/commercial and industrial corporations/site selectors.

6. Pulse survey of existing business and industry leaders to accentuate the value of doing business in Adams County.

7. High definition digital video of Adams County for distribution and streaming on the Web site.

Submission of proposal requirements:

1. Background statement regarding capabilities and understanding of the work to be done;

2. A summary of the Firm's approach;

3. A statement of commitment to perform the work within the project time period;

4. A proposed schedule of activity and benchmarks identifying a project checklist;

5. Identification of the person or persons who will be responsible for the Plan development, including a list of their recent work done in this area and related experience;

6. A minimum of 4 references from other public agencies or non-profit clients where the firm has performed similar comprehensive services. (include names, e-mail addresses and phone numbers of the individuals to be contacted);

7. A cost summary for the proposed work, including an hourly rate schedule for all persons associated with the project;

8. The location of the office from which the work will be done;

9. The ability to complete all projects and materials, expanding project budget prior to June 30, 2008.

NOTICE

Moses Lake- The Grant County Mosquito Control District #1 is continuing with its annual mosquito control services. The biological products Altosid A.L.L. and Bacillus thurningiensis israelensis (b.t.i) are being used this year in the aerial larviciding program. These products are applied to swamps or other standing water where mosquito larva are present.

The biological product Bacillus sphaericus or Temephos will be applied to sewer ponds and similar standing water high in organic matter.

Products with the active ingredients naled or synthetic pyrethroid will be used in the night time adulticiding program.

These control operations will be going through out the mosquito season, March to October. For more information contact the District office in Moses Lake at 765-7731.
