NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN, that sealed bids will be received either by mail or hand delivered by Grant County at the Office of the Board of County Commissioners, located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, Washington, 98823, until 1:30 p.m., Tuesday, April 22, 2008 and will then and there be opened and publicly read for the construction of the improvements. The name and address of the bidder shall be on the outside of the envelope.
All bid proposals shall be accompanied by bid proposal deposit in cash, a certified check, cashier's check, or surety bond payable to Grant County, in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.
Plans and Specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, Washington 98823, Phone: (509) 754-6082. The contact person is Derek Pohle, P.E. The plans and specifications are provided for a non-refundable deposit of $25.00 for each set, plus a $5.00 postage and handling fee, if mailing is requested.
Informational copies of the Plans and Specifications are on file for inspection purposes at the Grant County Public Works Building, 124 Enterprise St. S.E., Ephrata, Washington 98823, and only in the Chapter Offices of the AGC in Seattle and Spokane, and other various Plan Centers located in Washington, as requested.
A pre-bid meeting will be held on April 10, 2008 at 10:00 a.m. at the landfill. All bidders are encouraged to attend.
The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award of the contract, if made, shall be made to the qualified responsive bidder submitting the lowest responsible bid.
This work may generally be described as construction of the final cover system for the Ephrata Landfill (approximately forty-two acres), which is just north of the new Ephrata Landfill area, and will be constructed over a two-year phased approach. The work to be performed under this contract shall be the following: grading; installation of a passive landfill gas collection system, placement of a bedding layer, installation of a 30-mil PVC geomembrane liner; installation of a geotextile cushion layer; placement of a cover soil, sideslope layer, and rock armour. Also, the work will include the excavation/embankment and grading of access roads, stormwater perimeter ditch, and infiltration ponds. See the Proposal on page LD-3 for construction period for this project.
No bidders may withdraw his/her bid after the hour set for the opening thereof or before award of contract unless said award is delayed for a period exceeding sixty (60) days from the date of bid opening.

NOTICE IS HEREBY GIVEN THAT A CLOSED RECORD PUBLIC HEARING WILL BE HELD April 22, 2008 at 4:00 pm in the Commissioners Hearing Room, Grant County Courthouse, Ephrata, WA regarding a preliminary subdivision application from Maysae Norisada of 102.35 acres into 20 single family residential lots in the Development of West Meadows Preliminary Plat in the Rural Residential 1 Zoning District. The site fronts on the south side of McConihe Rd, the east side of Rd D-NE and the north side of County Rd 6.5 NE and is located in a portion of the Northwest quarter of S 35, T 20 N, R 27 E, W M.

Notice of Application and Public Hearing
City of Othello Planning Department has received a complete application for Olsen Homes LLC, for a major subdivision of 8 lots, located at the SE corner of Scooteny St and 10th Ave.
City of Othello has sent out an MDNS (mitigated decision of non-significance) and SEPA checklist. The comment period will close on April 7th, 2008 for all SEPA comments.
A public hearing in reference to this Major Subdivision will be held on April 21, 2008 at 6:00 pm, at 500 E. Main Street, Othello, WA 99344

Notice is hereby given that sealed bids, plainly marked "BID FOR ROAD DISTRICT NO. 2 SHOP, MOSES LAKE" will be received by the Board of County Commissioners of Grant County, at the Commissioners' Office, Grant County Courthouse, Ephrata, Washington 98823 until 1:30 p.m. local time on Tuesday, the 6th day of May, 2008, and then publicly opened and read. A maximum of two sets will be issued to each Prime Bidder and one set will be issued to each Mechanical and/or Electrical Contractor. Any such plan holder, upon returning the Contract Documents promptly and in unmarked and unadulterated condition will be refunded the deposit.
Contract Documents may be purchased by anyone from Zeck Butler Architects, P.S. Purchasers of Contract Documents shall be responsible for verifying completeness of sets purchased and if any Addenda are issued. Purchases will not be refunded, nor will the purchaser be obligated to return the Documents.
Each proposal must be submitted on the prescribed forms and accompanied by a cashier's check, certified check or bid bond executed on the prescribed form, payable to Grant County in an amount not less than five (5%) percent of the amount of bid. No bidder may withdraw his bid after the hour set for opening thereof, unless contract award is delayed for a period exceeding 60 days.
A Pre-bid Conference will be held at the existing facility on site, 12171 Rd. 3 - NE (Wheeler Road), Moses Lake, Washington at 1:30 to 3:30 p.m. local time on Thursday, the 24th day of April, 2008. This conference is not mandatory, but is strongly recommended for all interested bidders.
The Grant County Board of Commissioners reserves the right to accept or reject any or all bids or to waive any informalities therein.
