Notice of Application

and Public Hearing

Parkview Planned Unit Development: Ron & Alison Jones of Moses Lake, WA have submitted an application for a major subdivison and planned unit development to construct 21 new townhouses and remodel an existing building into professional offices and apartments in the R-3, Multi-family Zones. Total site area is 2.38 acres. The application was submitted on Feb. 11, 2008. Additional required information was submitted on March 27, 2008. The application was determined to be complete and ready for review on April 2, 2008. The site is located at 922 Division Street described as T# 3623, 1713, and 913A. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Buildings and Construction, Title 17: Subdivisions, Title 18: Zoning, and Title 20: Development Review Process.

The Planning Commission will conduct a public hearing on May 29, 2008 at 7:00 p.m. in the City Council Chambers located at 401 Balsam Street. All interested persons are encouraged to attend and provide comment.

Written comments on the environmental review of this project will be accepted until May 7, 2008. Written comments on other aspects of this proposal will be accepted until 5:00 p.m. on the date of the public hearing. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals. NOTICE OF DETERMINATION OF

NON-SIGNIFICANCE

The Department of Ecology issued a determination of Non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

The addition of 1680 acres (14 center pivots) to J.R. Simplot's wastewater treatment sprayfield system, and the installation of new underground piping to supply the wastewater to the fields. The new sprayfields are located within Section 7,20,21,28,29,32, and 33, T. 19N., R. 30E (Grant County).

J.R. Simplot has submitted to Ecology an addendum to its process wastewater system engineering report and an application to modify its State Waste Discharge Permit (ST-5202) to add the new acreage.

After review of the completed environmental checklist, engineering report, and supporting documentation the Department of Ecology has determined that this proposal will not have a probable significant adverse impact on the environment.

Copies of the checklist and DNS are available at no charge from the Department of Ecology, 4601 N. Monroe Street, Spokane, WA 99205-1295. The public is invited to comment on this DNS by submitting written comments no later than April 25, 2008 to Don Nichols at the address above.

CIVIL SERVICE

MEETING

The Othello Civil Service Commissioners have scheduled a Special Civil Service Meeting for Friday, April 18, 2008 at 8:00 a.m. The purpose of the special meeting is to approve the minutes of March 26, 2008 and consider certification of a new lateral level eligibility list. The special meeting will be held in Room 3 at City Hall, 500 E. Main Street, Othello, Washington.
