NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN, that sealed bids will be received either by mail or hand delivered by Grant County at the Office of the Board of County Commissioners, located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, Washington, 98823, until 1:30 p.m., Tuesday, April 22, 2008 and will then and there be opened and publicly read for the construction of the improvements. The name and address of the bidder shall be on the outside of the envelope.
All bid proposals shall be accompanied by bid proposal deposit in cash, a certified check, cashier's check, or surety bond payable to Grant County, in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.
Plans and Specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, Washington 98823, Phone: (509) 754-6082. The contact person is Derek Pohle, P.E. The plans and specifications are provided for a non-refundable deposit of $25.00 for each set, plus a $5.00 postage and handling fee, if mailing is requested.
Informational copies of the Plans and Specifications are on file for inspection purposes at the Grant County Public Works Building, 124 Enterprise St. S.E., Ephrata, Washington 98823, and only in the Chapter Offices of the AGC in Seattle and Spokane, and other various Plan Centers located in Washington, as requested.
A pre-bid meeting will be held on April 10, 2008 at 10:00 a.m. at the landfill. All bidders are encouraged to attend.
The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award of the contract, if made, shall be made to the qualified responsive bidder submitting the lowest responsible bid.
This work may generally be described as construction of the final cover system for the Ephrata Landfill (approximately forty-two acres), which is just north of the new Ephrata Landfill area, and will be constructed over a two-year phased approach. The work to be performed under this contract shall be the following: grading; installation of a passive landfill gas collection system, placement of a bedding layer, installation of a 30-mil PVC geomembrane liner; installation of a geotextile cushion layer; placement of a cover soil, sideslope layer, and rock armour. Also, the work will include the excavation/embankment and grading of access roads, stormwater perimeter ditch, and infiltration ponds. See the Proposal on page LD-3 for construction period for this project.
No bidders may withdraw his/her bid after the hour set for the opening thereof or before award of contract unless said award is delayed for a period exceeding sixty (60) days from the date of bid opening.

The Washington State Department of Natural Resources (DNR) proposes to exchange several properties with the Washington State Department of Fish and Wildlife (WDFW). This exchange would consolidate state trust lands, increase land management efficiency and provide long-term trust revenue that helps build public schools, universities and other public institutions. It would also create publicly owned areas large enough to sustain habitat, public recreation, and forest resources.

NOTICE TO APPLE GROWERS
NOTICE IS HEREBY GIVEN that the Washington Apple Commission, located in Wenatchee, is preparing to appoint Position 3 on the Tree Fruit Research Commission as commissioner for a three-year term to begin July 31, 2008. The position has historically represented the basin area of the growing region. The basin area position is currently held by Dain Craver of Royal City, who is not reapplying for the position.
Technical requirements to hold the position are:
- Must be a producer who is a citizen and resident of
Washington State.
- Must be over 25 years old and have been actively
engaged in growing tree fruits in the state of
Washington and deriving a substantial portion of his
income therefrom, or have a substantial amount of
orchard acreage devoted to tree fruit production or as
an owner, lessee, partner or an employee or officer of
a firm engaged in the production of tree fruit whose
responsibility to such firm shall be primarily in the
production of tree fruit.
- Such employee or officer of such firm shall be actu-
ally engaged in such duties relating to the production
of tree fruit with such firm or any such firm for a peri-
od of at least five years.
It is important to note that the time commitment can be as much as 20 days per year and that the person should have a strong interest in research and the research process.
