PURSUANT TO RCW 87.03.55

The Petitioner(s) Schiffner 320 LLC, Margaret L. Schiffner, Mgr. filed a Petition for Addition of Land to Moses Lake Irrigation and Rehabilitation District pursuant to RCW 87.03.560, dated July 27, 2007.

The Petitioners seek to add certain property owned by the Petitioner to the existing boundary for the Moses Lake Irrigation and Rehabilitation District ("District"). Petitioner's property to be included in the District boundary is described as follows.

Parcel #161353000; Gov. Lots 1-4, inclusive, SW1/4 of NW1/4, SE1/4 of NW1/4 AND SW1/4 of NE1/4, all Section 1, Township 19 North, Range 27 E.W.M., Grant County Washington.

All persons interested in matters related to the Petition, or that may be affected by such change of the boundaries of the district, shall appear at the offices of the Moses lake Irrigation and Rehabilitation District, 932 E. Wheeler Road, Moses Lake, Washington, at 7:00 p.m. on the 9th day of October, 2007, and show cause in writing why the change in the boundaries of the Moses Lake Irrigation and Rehabilitation District, to include the above described property, as stated in the Petition, should not be made.

Failure to attend the above described hearing and show cause, in writing, any objections to the additions of said property shall be deemed an assent to the proposed addition.

LAKEFRONT PROPERTY FOR SALE

The Board of Directors of the Moses Lake Irrigation and Rehabilitation District determined at its public meeting held August 14, 2007 that two parcels of property owned by the District in Moses Lake with tax parcel identification numbers of 111190000 (1340 Marina Drive) and 111191000 (1334 Marina Drive) should be sold. The Directors have determined it is in the best interest of the District to sell the Lots as they are no longer necessary or needed for use by the District.

The District's General Manager is authorized and directed to advertise the Lots for sale at $300,000 for both lots through a sealed bid process. Information packets on the Parcels may be obtained at the District office. All bids should be placed in an envelope marked "Sealed Bid", placed in an outside envelope and delivered to the District office at 932 E. Wheeler Road, Moses Lake WA by the close of business on September 20, 2007. All bids will be opened at 12:00 p.m. (noon) September 24, 2007. The District reserves the right to extend the time for receiving and opening bids, reject any nonconforming bids, or reject bids failing to meet a minimum bid price.

ONE (1) GROUND WATER CERTIFICATE

TAKE NOTICE:

That Stan Kaufmann of Moses Lake and Brian D. Prater of McKenna, Washington have made application for change/transfer of water right in order to add a point of withdrawal (POW) and change/transfer a portion of the place of use (POU) as granted under Ground Water Certificate No. 962-D together with Certificate of Change Vol. 1-3 PP. 444.

That said certificate authorizes the withdrawal of 1,200 gallons per minute, 320 acre-feet per year, each year, for irrigation of 80 acres and continuous domestic supply.

That the authorized POW are from two-(2) wells located as follows 1) NW1/4NE1/4SW1/4; 2) SE1/4SW1/4SE1/4 BOTH WITHIN Sec. 17, T. 19 N., R. 27 E.W.M.

That the authorized POU is within the E1/2SW1/4 of Sec. 17, T. 19 N., R. 27 E.W.M.

That they propose to add one-(1) POW to be located within NW1/4NE1/4 Sec. 20, T. 19 N., R. 28 E.W.M.

That they propose to change a portion of the POU to be located within the NW1/4NW1/4NE1/4 and N1/2 of Gov. Lot 1, all lying E. of high-water line of Moses Lake, Washington within Sec. 20, T. 19 N., R. 28 E.W.M.

Mr. Kaufmann proposes to retain 1,170 gallons per minute, 312 acre feet per year for the irrigation of 80 acres and continuous domestic supply. Mr. Prater proposes to transfer 30 gallons per minute, 8 acre feet per year for irrigation and continuous domestic supply.

All within Grant County, Washington.

Protests or objections to approval of this application must include a detailed statement of the basis for objections; protest must be accompanied by a fifty-($50.00) dollar recording fee and filed with the Department of Ecology, at the address shown below, within thirty (30) days from September 19, 2007.

Notice of Application and Optional DNS

ARK Leasing LLC of Puyallup submitted an application on Aug. 28, 2007 to construct a 31,920 square foot warehouse building behind the existing Laserfab business at 2000 E. Wheeler Road. Additional required information was submitted Sept. 6. The application was determined to be complete and ready for review on Sept. 6. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Buildings and Construction, and Title 20: Development Regulations.

Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probably adverse environmental impacts and expects to issue a Mitigated Determination of Non-Significance (MDNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Conditions have been identified to mitigate adverse environmental impacts through SEPA. The project review process may include additional mitigation measures under applicable codes.

Written comments on this project will be accepted until 5:00 p.m. on Oct. 2, 2007. Persons who want to be informed of future actions, or the final decision on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals.
