The City of Othello received a SEPA checklist on April 27, 2007

from Cornerstone Real Estate to develop 22 acres into 89 Residential Lots, Tax # 1529030680045. At the time of comment, WSDOT proposed a traffic mitigation fee for SR 26 and 14th Avenue intersection improvements. The transportation mitigation fee negotiations are complete, and the developer has agreed to pay WSDOT $11,200. The city is prepared to issue a MDNS but will not do so until the end of this comment period. Notice is hereby given that the Moses Lake Irrigation and Rehabilitation District is accepting applications for its Small Works Roster.

The Small Works Roster will be used to solicit and secure telephone and/or written quotations for maintenance and improvement projects.

All vendors, contractors, suppliers or other parties wanting to be included in the Small Works Roster must obtain an Application from the District. The completed Application must be returned to the District no later than December 31, 2007 for the 2008 Small Works Roster. NOTICE OF PUBLIC HEARING

The Washington State Housing Finance Commission (the "Commission") will hold an open public hearing for the purpose of considering the issuance by the Commission of tax-exempt revenue bonds (the "Bonds") to provide a portion of the financing for a facility to be owned by Pioneer Village LP, a Washington limited partnership. The public hearing will be held starting at 9 a.m., Tuesday, November 13, 2007, in the Elliott Bay Room of the Commission's offices located at 1000 Second Ave., Seattle, Washington 98104-1046.

The Bonds will be issued pursuant to Chapter 43.180 Revised Code of Washington, and the Internal Revenue Code of 1986, as amended (the "Code").

The proceeds of the Bonds will be used to provide financing for the following project:

Project: Pioneer Village Retirement Community

Project Address: An approximately 2.5 acre parcel of land located

on the north side of the 800 block of E. Sharon Avenue bordered by a

school on the north, a school on the south, and a church to the west.

The proposed address is 816 E Sharon Avenue. Moses Lake, WA 98837

Estimated Total Project Cost $7,712,000

Estimated Bond Amount: $4,700,000 (a portion of

which may be taxable)

The project will consist of the construction of an 84-unit retirement community.

Each apartment will be a separate and complete dwelling unit consisting of living, eating, and sanitation facilities. A percentage of the total units will be set aside for persons or households with low incomes.

Written comments with respect to the proposed project and the proposed Bonds may be mailed or faxed to the attention of Ms. Leslie Brinson Price, WSHFC, Capital Projects Division, 1000 Second Avenue, Suite 2700, Seattle, WA 98104-1046 or to (206) 587-5113, for receipt no later than 5 p.m. on Friday, November 9, 2007. Public testimony will be heard from all interested members of the public attending the hearing. The Commission will consider the public testimony and written comments in determining if the project will receive funding from tax-exempt bonds. Testimony and written comments regarding land use, zoning and environmental regulation should be directed to the local jurisdiction that is authorized to consider these matters when issuing building permits for the project.
