Laurent's Sun Village Resort has applied for a State Waste Discharge (SWD) permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act.

Laurent's Sun Village Resort presently owns or operates a RV Park and Resort. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

PUBLIC NOTICE IS HEREBY GIVEN that on Friday, November 9, 2007 at 10:00 a.m., the Washington Economic Development Finance Authority of the State of Washington (the "Authority") will hold a public hearing at 1000 Second Avenue, Suite 2700, Seattle, Washington. One purpose of the special meeting is to hold a public hearing to hear public comment on a proposed plan of financing whereby Specialty Chemical Products, LLC (the "Company"), has requested the Authority to issue its Variable Rate Demand Solid Waste Disposal Revenue Bonds, Series 2007 (Specialty Chemical Products, LLC Project) (the "Bonds") in one or more series, with the approval of Governor Christine Gregoire. Following the public hearing, the Authority will consider a resolution authorizing the proposed issuance of the Bonds.

The proceeds of the Bonds will be used to finance assets used to process solid waste silica fume into valuable marketable silicon products and to finance assets functionally related and subordinate thereto on a site located at 13583 Wheeler Road, Moses Lake, Grant County, Washington (collectively, the "Project"). The maximum aggregate principal amount of the series of Bonds proposed to be issued for the Project is estimated to be approximately Twenty Eight Million Dollars ($28,000,000).

The Project will be owned and operated by the Company. The Company will borrow the proceeds of the Bonds from the Authority and is designated as the "Borrower."

The principal and interest on the Bonds will not constitute an obligation of the State of Washington or any political subdivision thereof; but shall be a special obligation of the Authority payable solely from the revenues provided for in the proposed resolution.

The meeting will be a public meeting and will be conducted in a manner that provides reasonable opportunity for persons with views on both the issuance of the Bonds and the proposed facility to be heard and to present their oral and written comments. Written comments should be delivered at the public hearing or mailed to the Authority at the address listed below for receipt not later than the date and time of the hearing. The meeting location is wheelchair-accessible. Additional information regarding the Bonds and the proposed facility may be obtained from Rodney G. Wendt, Executive Director, Washington Economic Development Finance Authority, 1000 Second Avenue, Suite 2700, Seattle, Washington 98104-1046 (206/587-5634).

This notice is published pursuant to the public approval requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended and the regulations and rulings issued thereunder, which require that the issuance of the Bonds be approved by an elected representative of a political subdivision with jurisdiction over the location in which the Project is located, and the Open Public Meetings Act, Chapter 42.30 RCW.

PUBLIC HEARING NOTICE

The Preliminary Budget for the 2008 fiscal year has been filed with the Finance Director. Copies of the preliminary budget may be examined and/or obtained at the Office of the Finance Director during normal business hours.

The City Council shall meet on November 13, 2007 at 7 p.m. in the Council Chambers and following a public hearing, shall consider the first reading of an ordinance adopting the 2008 budget. The City Council shall meet on November 27, 2007 at 7p.m. in the Council Chambers and consider the second reading of an ordinance fixing and adopting the 2008 budget. Any taxpayer will have the right to appear and provide written and oral comments for or against any part of the budget and ask questions concerning the entire budget at the public hearing.
