DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued Mitigated Determinations of Non-Significance (MDNSs) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following projects:

1. Lowe's - Construct a 139,000 square foot home improvements store in the C-2 General Commercial Zone. The proponent is Bill Fortunato, Pacland, Seattle, WA. The site is located at 1400 Yonezawa Blvd., east of Clover Drive.

2. Desertpoint Retail Major Plat - Create a 22-acre platted lot in the C-2 General Commercial Zone. The proponent is Maiers Development Corp., Moses Lake, WA. The site is located north of Yonezawa Boulevard, east of Clover Dr, and west of Highway 17.

3. Alderbrook Estates - Subdivide 9.47 acres into 42 residential lots, including some duplex lots and multi-family lots. The proponent is Olin Development, Inc., Richland, WA. The site is located between Lakeshore Drive and Wapato Drive, south of Wanapum Drive and north of Battery Road.

After review of the completed environmental checklists and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined that the proposals will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on these proposals for 14 days from the date of determination. Comments on the MDNSs must be submitted by October 24, 2007 to the Responsible Official.
