The Board of Directors of the Moses Lake Irrigation and Rehabilitation District determined at its public meeting held September 21, 2007 that two parcels of property owned by the District in Moses Lake with tax parcel identification numbers of 111190000 (1340 Marina Drive) and 111191000 (1334 Marina Drive) should be sold. The Directors have determined it is in the best interest of the District to sell the Lots as they are no longer necessary or needed for use by the District.

That Sun Ranch, Inc., a Washington Corporation of Moses Lake, Washington has made application for change/transfer of water right in order to add one-(1) point of withdrawal (POW) and change/transfer a portion of the place of use (POU) as granted under Ground Water Certificate No. 808-D.

That said certificate authorizes the withdrawal of 1,000 gallons per minute, 315 acre-feet per year for continuous domestic and stock supply and the seasonal irrigation of 70 acres.

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until November 6, 2007, 2:00p.m., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "PAXSON PLAT WATER MAIN PROJECT 2007" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $37.77 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

Notice of Application and Public Hearing

Crittendoen Conversion Corporation submitted the Crittenden 2nd Addition Major Plat application on September 19, 2007. The application was determined to be complete and ready for review on October 9, 2007. The proposal is to develop the 56 acre site into a one lot plat in the L-I, Light Industrial Zone. The site is north of the intersection of Wheeler Road and Hamilton Road. A SEPA checklist has been required. The project has been determined to be Consistent with the City's Comprehensive Plan, and the following Development Regulations are applicable to the project: Moses Lake Municipal Code Title 18 Zoning, Title 14 Environmental Regulations, Title 17 Subdivisions, and Title 20 Development Review Process.

Written comments on this proposal will be accepted until 5:00 p.m. on October 25, 2007. Public comment may be provided up to the date of the public hearing which is scheduled for November 15, 2007 at 7:00 p.m. in the City Council Chambers located at 401 Balsam Street.
