DETERMINATION OF NONSIGNIFICANCE

Description of proposal: To rebuild an existing distribution line and replace several wood poles and associated parts beginning from the city of Grand Coulee and then heading north to Electric City, Washington for 4.25 miles. A new circuit breaker will be installed in the Grand Coulee No. 2 Substation. Several wood structures are located on the causeway of SR-155 along Banks Lake crossing Osborne Bay, Grand Coulee, WA.

Proponent: Grant County Public Utility District No. 2.

Location of proposal, including street address, if any: Located in Grand Coulee and Electric City, Washington; along and north of SR-155.

Lead agency: Grant County Public Utility District No. 2

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

Northwest Renovators, Inc. has applied for a Site Plan Review on September 7, 2007. The application was determined to be complete and ready for review on October 3, 2007 The proposal is to construct 67,370 square feet of self storage buildings divided into three buildings, in the (C-2) General Commercial zone. The Othello City Council has scheduled a Public Hearing on the projected 2008 revenue sources to be held on Monday, October 22, 2007. The Public Hearing will be held during the regular Council meeting, and will begin shortly after 7:00 p.m. The Council meetings are held in the Council Chambers, located at City Hall, 500 E. Main Street. All Public Hearings and Council meetings are open to the public and our citizens are encouraged to attend.
