The default(s) referred to in paragraph III, together with any subsequent payments, late charges, advances costs and fees thereafter due, must be cured by 10/22/2007 (11 days before the sale date), to cause a discontinuance of the sale. Description of proposal: To rebuild an existing distribution line and replace several wood poles and associated parts beginning from the city of Grand Coulee and then heading north to Electric City, Washington for 4.25 miles. THE CITY OF OTHELLO IS ACCEPTING

PROPOSALS

AND APPLICATIONS FOR 2008 PROJECTS

TO BE FUNDED THROUGH HOTEL/MOTEL TAX GRANTS

Each year the City receives funds from the room tax imposed by the hotels/motels within the City. These funds can be expended for a narrow range of projects and activities established by State law (RCW 67.28.1815). To be considered for funding, proposals must meet one of the following criteria:

  • To pay for all or any part of the costs for tourism promotion
  • To acquire tourism-related facilities
  • To fund the operation of a tourism-related facility.
  • To fund a multijurisdictional tourism-related facility

The City Council also requires that copies of the organization's 2007 budget and the 2008 proposed budget must be submitted with the completed application form. The City Council will review each proposal and organizations requesting funding will need to present their request to the City Council at the November 5, 2007 workshop.

Sealed bids will be received by Grant County at the County Court House, Commissioners Board Room, 35 "C" Street NW, Ephrata, WA 98823, until 10:00 a.m. Tuesday, October 30, 2007, for the construction of Infrastructure Improvements at Grant County Fairgrounds, Moses Lake.

Bids received after this time will not be considered.

PRE-BID SITE REVIEW

The Project site will be available for inspection by prospective bidders and subcontractors at a pre-bid site review, 10:00 AM, October 16, 2007, beginning in the Huck Fuller Building (adjacent main entry gate), Grant County Fairgrounds, 3953 Airway Drive, Moses Lake, Washington. Civil and electrical engineering consultants will be available to answer questions. Attendance by bidders and subcontractors is strongly encouraged.

SCOPE OF WORK

Replacement site water system including approximately 9,000 lineal feet of 10", 8", 6" and 4" C900 PVC water main, approximately 7,700 lineal feet of 2" and 1" Schedule 80 PVC water main, approximately 450 lineal feet of 6" Class 53 DI fire hydrant pipe, 13 fire hydrant assemblies, valves, associated fittings and all appurtenances, reduced pressure backflow assembly, water meter assembly, booster pump station and required electrical, instrumentation and control work.

Replacement site electrical system including upgrade of lighting systems, low voltage conduit system, conduit, vaults and transformer pads for Utility District primary system wiring, conductors and conduit system for secondary system wiring, replacement of approximately 70 branch panels, and breakers and associated feeders for RV site power.

Includes patching and restoration of surfaces disturbed by construction activities: concrete, asphaltic concrete pavement, gravel, lawn, etc.

CONTRACT DOCUMENTS

Bidding Documents, including Instructions to Bidders, Form of Agreement, General Requirements, Drawings and Specifications entitled Infrastructure Improvements, Grant County Fairgrounds, may be examined after August 30, 2007 at the office of the Architect, and at various construction councils and builder association plan centers, a list of which is available from the office of the Architect, THE DOH ASSOCIATES, PS, 7 N. Wenatchee Avenue, Suite 500, Wenatchee, Washington 98801, (509) 662-4781.

Prime Bidders may obtain up to two sets of Bidding Documents from the Architect's office; a deposit of $150 being required per set. Utility and electrical sub-bidders may obtain one set, upon making a $150 deposit. Other sub-bidders and suppliers may purchase sets or parts of sets, and prime bidders additional sets, by paying the cost of reproduction.

FORFEITURE OF DEPOSITS

Potential prime bidders who do not submit bona fide prime bids and do not return their Bidding Documents at least 36 hours prior to time set for bid opening will forfeit the full amount of their deposits.

All Drawings and Specifications, and copies of same, remain the Architect's property and must be returned. Except as stipulated above, deposits will be refunded upon return of the Documents in clean, unmarked, undamaged condition not more than 7 days (168 hours) after bids are received. Cost of repair or replacement of unclean, marked or damaged documents will be deducted from deposit before it is refunded.

BID OPENING

Bids will be opened and read publicly (aloud) by the Owner immediately following the hour as set above.

The Owner reserves the right to reject any and all bids and to waive irregularities or informalities, without cause.
