DETERMINATION OF NONSIGNIFICANCE

Description of proposal: To rebuild an existing distribution line and replace several wood poles and associated parts beginning from the city of Grand Coulee and then heading north to Electric City, Washington for 4.25 miles. A new circuit breaker will be installed in the Grand Coulee No. 2 Substation. Several wood structures are located on the causeway of SR-155 along Banks Lake crossing Osborne Bay, Grand Coulee, WA.

Proponent: Grant County Public Utility District No. 2.

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Pheasant Point #1 Short Plat - Subdivide 1.71 acres of land into 4 residential lots. The proponent is Smart Homes. The site is legally described as the east 5 acres of Government Lot 4, S21-T19N-R28E and located west of the Marina Shores Planned Unit Development at 1300 Marina Drive, in the R-3 Multi-family Zone.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by Oct. 10, 2007 to the Responsible Official.
