NOTICE IS HEREBY GIVEN that the Board of Directors of the East Columbia Basin Irrigation District will meet on the tenth (10th) day of December, 2007 at the office of the District at 55 North 8th Avenue, Othello, Washington, at 10:00 a.m. acting as a Board of Equalization to equalize the assessment roll for 2008. From the date of publication until the date of said meeting, the assessment roll will be at the office of the Secretary at the above address for inspection by all persons interested.

The Board will, on said day, hear and determine such objections to the said assessment roll as may come before it and shall continue in session from day to day as long as may be necessary for a period not to exceed ten (10) days, exclusive of Sunday.

City of Moses Lake

Notice of Application and Public Hearing

Hayden Homes has submitted the Crossroads Phase 2 Major Plat application on October 30, 2007. The application was determined to be complete and ready for review on November 26, 2007. The proposal is to subdivide 17.24 acres into 63 residential lots in the R-1, Single Family Residential Zone. Lakeland Drive and Rees Drive will be extended as part of the plat improvements and four additional internal access streets are proposed. Deferrals to landscape installation and cul-de-sac construction are requested, as well as a deviation to a curve tangent length on Lakeland Drive, and lot lines that may exceed 20% from perpendicular. The site is located at the end of Lakeland Drive, west of SR-17, and east of the BPA powerline. A SEPA checklist has been required. The project has been determined to be Consistent with the City's Comprehensive Plan, and the following Development Regulations are applicable to the project: Moses Lake Municipal Code Title 18 Zoning, Title 14 Environmental Regulations, Title 17 Subdivisions, and Title 20 Development Review Process.

Written comments on this proposal will be accepted until 5:00 p.m. on December 17, 2007. Public comment may be provided up to the date of the public hearing which is scheduled for January 10, 2008 at 7:00 p.m. in the City Council Chambers located at 401 Balsam Street. Persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completion and may be appealed according to the City appeal provisions specified in Chapt. 20.11, Appeals. Advertisement for Profession Transportation Planning Services

Grant County Public Works is seeking interested Civil/Transportation Engineering firms for:

Providing a preliminary route and lake crossing feasibility study. The purpose of the study is to identify and study the feasibility of possible route connections between SR17 and Interstate 90, west of Moses lake, to connect the commercial, industrial, and higher education activities north of Moses Lake to I-90, bypassing the City of Moses Lake, as an alternative to the existing I-90 crossings.

Study partners are Grant County, City of Moses Lake, Port of Moses Lake and Port of Ephrata. Maximum available budget $50,000.00. Study shall be completed no later than June 13, 2008.

General scope of the study shall include:

_ Alternative Routes _ County vs. State Design stds. _ Public Acceptance

_ Cultural/Arch/Hist Resources _ Critical Areas _ Permitting _ Environmental Justice _ Utility and ROW impacts _ Traffic Operations Benefits _ Probable Cost Range @ 5, 10 and 20 yrs. _ Recommend Next Steps
