Subject: Notice of Bridge Construction

Dear Resident:

Westway Construction, Inc. has been awarded the Grant County Public Works contract to reconstruct the Crescent Bar Bridge # 425 located on Crescent Bar Rd NW at Crescent Bar. A brief description of the major activities scheduled for the reconstruction of the bridge is as follows:

  • Stage 1: Initially work will consist of removing the easternmost 12 feet of the existing bridge deck and outermost girder. Once the demolition is complete new concrete bridge abutments and abutment back walls will be constructed. Following this work, (3) three new concrete girders will be installed. During Stage 1, traffic flow across the bridge will be restricted to (1) one 12'travel lane on the west side of the bridge.
  • Stage 2: Initially work will consist of removing the remainder of the existing bridge deck and the remaining girders. Once this demolition is complete the remainder of the new concrete bridge abutments and abutment back walls will be constructed. Following this work, the remaining (5) five new concrete girders will be installed. Once the new girders are in place, new handrail and guardrail will be installed on the westernmost side of the bridge. During Stage 2, traffic flow across the bridge will be restricted (1) one 12' travel lane on the east side of the bridge.
  • Stage 3: During Stage 3 the final connections between the new girders will be installed and the new handrail and guardrail will be installed on the easternmost side of the bridge. During Stage 3, traffic flow across the bridge will be restricted to (1) one 12' travel lane on the westernmost side of the bridge.

*Both contacts are available 24 Hours a day 7 days a week.

The scheduled start date for construction is November 26, 2007 with the project completion scheduled for late March of 2008. Pending any necessary time extensions, the project shall be completed in no less than 80 working days.

As mentioned in the staged construction activities, single lane one-way traffic will be maintained during each working day. Due to project activities, traffic control personnel will be required to temporarily stop traffic for short durations. At this time, there are no road closures anticipated.

This notice will be provided to the mail service carriers to eliminate any mail delivery delays or impacts.

If any driveways or side streets are impacted or disturbed during the progress of the work, they will be restored to a useable condition at the end of each working day, without exception. A minimum (2) two day advanced notice will be provided to those affected by any driveway or street impacts.

Due to the location of the existing utilities, PUD and Verizon customers should expect minimal short term impacts. These fore mentioned utilities have cables and conduit requiring necessary re-location for the completion of the new bridge. Advanced notices will be provided by these utilities prior to any outages or impacts.

7. The effects of forfeiture shall be:

(ii) Cancellation of all of the Purchaser's rights under the contract;

(iii) Forfeiture to the Seller of all sums previously paid under the contract;

(iv) Forfeiture to the Seller of all of the improvements to the Property (by whomever made) and in unharvested crops and timber;

(v) Purchaser and all other persons occupying the property whose interest are forfeited shall be required to surrender possession of the Property, improvements, and unharvested crops and timber, to the Seller ten days after a Declaration of Forfeiture is recorded.

8. You may have a right to contest this forfeiture or to seek an extension of time to cure the default if the default does not involve a failure to pay moneys or both, by commencing a court action by filing and servicing the summons and complaint before the Declaration of Forfeiture is recorded.

9. You may have the right to request a court to order a public sale of the property; that such public sale will be ordered only if the court the court finds that the fair market value of the property substantially exceeds the debt owed under the contract and any other liens having priority over the seller's interest in the property; that the excess, if any, of the highest bid at the sale over the debt owed under the contract will be applied to the liens eliminated by the sale and the balance, if any, paid to the purchaser; that the court will require the person who requests the sale to deposit the anticipated sale costs with the clerk of the court; and that any action to obtain an order for public sale must be commenced by filing and serving the summons and complaint before the Declaration of Forfeiture is recorded.

10. The Seller is not required to give any person any other notice of default before the declaration which completes the foreclosure given.
