NOTICE OF FILING

Northwest Communities Education Center gives notice that on October 18, 2007, it filed an application (FCC Form 340) with the Federal Communications Commission for a permit to construct a new Class C2 noncommercial FM station to be licensed to Soap Lake, Washington. The station proposes to operate on 88.7 MHz, with 7.5 kW effective radiated power, with an antenna height of 11 meters from a site located at 47¡ 18' 53" North Latitude and 119¡ 35' 53" West Longitude. The main studio will be located at 121 Sunnyside Avenue, Granger, Washington.

The City of Othello has received a complete non-project proposal from OLSEN HOMES, LLC to rezone the subject property from R-2 and C-1 to R-4. Todd Lengenfelder submitted two application for single family residence docks on September 27, 2007. The applications were determined to be complete and ready for review on October 31, 2007. The proposal is to build two 6' x 25' docks with 6' x 25' ramps each adjacent to a residence. In the R-3, Multi-family Zone, the sites are located south of Sage Road and east of Laguna Drive, Lot 5, BLK 1, known as 3431 Blue Heron, and BLK 1, Lot 3 known as 3439 Blue Heron. The projects have been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 18: Zoning, Chapter 19.06: Wetlands, Title 20: Development Review Process and City of Moses Lake Shoreline Management Master Plan.

The Planning Commission will conduct a public hearing for each project on December 13, 2007 at 7:00 p.m. in the City Council Chambers located at 401 Balsam Street. All interested persons are encouraged to attend and provide comment.

Written comments on these proposals will be accepted until 5:00 p.m. on the date of the public hearing. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals. Description Of Document Being Adopted: The Grant County Comprehensive Plan/FEIS was prepared and adopted in accordance with the Washington State Growth Management Act (RCW 36.70A) and State Environmental Policy Act (SEPA) (RCW 43.21.C). The Comprehensive Plan includes the mandated elements on land use and rural areas, resource lands, housing, transportation, capital facilities, and utilities. The document also includes sections on economic development, siting essential public facilities, natural settings, and intergovernmental coordination.

The Comprehensive Plan includes fifteen Urban Growth Areas surrounding incorporated cities and towns and the unincorporated Lakeview Park UGA. The Comprehensive Plan encourages development in urban areas where adequate public facilities and services exist or can be provided in an efficient manner. The Comprehensive Plan provides for limited areas of more intensive development in rural areas as authorized under the Growth Management Act; these areas are designated in the Comprehensive Plan as Rural Village, Rural Communities, Recreational Developments, Master Planned Resorts, Shoreline Developments, Agricultural Service Centers, and Commercial and Industrial areas.. These areas acknowledge the small, historic community areas throughout the county that provide citizens with infrastructure, public services, and facilities.

The Comprehensive Plan also recognizes three separate rural residential land use designations: Rural Residential 1, Rural Residential 2, and Rural Remote. Allowable densities vary between the rural land use designations as follows: 1 dwelling unit per 5 acres in the Rural Residential 1 and 2 designation; and1 dwelling unit per 20 acres in the Rural Remote designation. The County will fund capital transportation and other capital improvement projects, as designated in the Capital Improvement Plan and Six-Year Transportation Improvement Plan included in the Comprehensive Plan.

The environmental review of the comprehensive plan provides a broad overview of future development alternatives considered to achieve compliance with the Growth Management Act. The environmental review considered impacts to the natural and built environment and included a discussion of relative impacts, potential mitigation measures and unavoidable adverse impacts of the development alternatives.

Availability of Documents: Copies of the Comprehensive Plan/FEIS and the 2005 Addendum to the EIS are available for review at the Grant County Planning Department, 32 C Street NW, Ephrata, Washington, during normal business hours (8:00 a.m. - 5:00 p.m.), Monday through Friday.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of the 2005 Addendum to the EIS and other information on file with the lead agency. This information is available to the public on request.

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on the proposal for 14 days from the date below. Comments must be submitted to the Contact Person stated below by November 21, 2007.

The lead agency has identified and adopted this document as being appropriate for this proposal after independent review. The document meets our environmental review needs for the current proposal and will accompany the proposal to the decision-maker.
