Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until June 12, 2007, 2:00 p.m., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "WELL DRILLING PROJECT - 2007" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $37.77 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

is seeking coverage under the Washington Department of Ecology's NPDES General Permit for Stormwater Discharges Associated with Construction Activities.

The proposed 11.18 acre project, known as The Greens, is located at the southwest corner of the intersection of South Division Street and 9th Avenue, Moses Lake. Approximately 11.18 acres will be disturbed for construction of a subdivision consisting of 68 units and 1 clubhouse.

The project will consist of clearing, grading, stockpiling approximately 4,500 cubic yards on the eastern portion of the property, export of approximately 4,500 cubic yards of topsoil material, and importing of approximately 5,000 cubic yards of fill and granular material. Utilities work will include installation of water, sewer, stormwater retention, gas, and underground power, telephone, television cable. Site improvement work will include concrete curb and gutter, and asphalt paving. Building work will include 68 single family homes and 1 clubhouse.

The existing grade slopes generally from SE to NW. During construction, stormwater will be directed generally in conformance to existing grade. Stormwater will be captured, treated, and percolated into the ground in accordance with the approved storm water pollution prevention plan. The approved storm water pollution prevention plan does not contemplate discharge into any storm drains, wetlands or receiving waters.

Any persons desiring to present their views to the Department of Ecology concerning this application may notify Ecology in writing within 30 days from the last date of publication of this notice.
